Abstract
The many cultural upheavals and conflicts that arise as a result of the implementation of the new system and its coordination require adjustments towards a new cultural balance. Based on these problems, if we look at the organizational culture that has been formed, the culture in the Regional Civil Service Agency (BKD) of Banten Province still tends to be categorized as weak and it will be difficult to implement the vision, mission and goals effectively and efficiently in which they are expected to be responsible, discipline and obey the system or rules. The aim of this research is to find out how much influence the implementation of smart ASN has on bureaucratic reform at the Banten Province Regional Civil Service Agency. The research method used is a quantitative method. Data collection techniques in this research are questionnaires, observation and documentation. The sampling technique uses a saturated sample technique. Data analysis techniques were carried out using validity, reliability, simple linear, descriptive, correlation, determination and hypothesis tests. The results of the research show that the Effect of the Effectiveness of the Implementation of Smart ASN on Bureaucratic Reform in the Era of Disruption 4.0 in the Regional Civil Service Agency of Banten Province, it can be concluded that the Effect of the Effectiveness of the Implementation of Smart ASN on Bureaucratic Reform in the Era of Disruption 4.0 in the Regional Civil Service Agency of Banten Province has an influence that is equal to 64.7%, while the remaining 35.5% is influenced by other variables which were not analyzed further in this study. This influence arises from effectiveness, meaning it is caused by the quantity dimension where the value is relatively good, so this shows that the theory used by the author from Hasibuan, (2012) and Miftah Thoha, (2008) has good criteria in responding to anxiety at work.

Additional Information: | Banyaknya gejolak budaya dan pertentangan yang timbul sebagai dampak dalam penerapan sistem baru dan pengkoordinasinya yang memerlukan penyesuaian menuju keseimbangan budaya baru. Berdasarkan permasalahan tersebut, jika dilihat dari budaya organisasi yang terbentuk, maka budaya yang terdapat di Badan Kepegawaian Daerah (BKD) Provinsi Banten masih cenderung dikategorikan lemah dan akan sulit dalam pelaksanaan visi, misi dan tujuan secara efektif dan efesien yang mana diharapkan dapat bertanggung jawab, disiplin serta taat terhadap sistem atau aturan. Tujuan Penelitian ini untuk mengetahui seberapa besar pengaruh penerapan smart ASN terhadap reformasi birokrasi pada Badan Kepegawaian Daerah Provinsi Banten. Metode penelitian yang digunakan adalah metode kuantitatif. Teknik Pengumpulan Data dalam penelitian ini adalah kuisoner, observasi dan dokumentasi. Teknik sampling menggunakan teknik sampel jenuh. Teknik analisis data dilakukan dengan uji validitas, reabilitas, linier sederhana, deskriptif, korelasi, determinasi dan hipotesis. Hasil penelitian menunjukkan bahwa Pengaruh Efektivitas Penerapan Smart ASN terhadap Reformasi Birokrasi pada Era Disrupsi 4.0 di Badan Kepegawaian Daerah Provinsi Banten, maka dapat diambil simpulan bahwa Pengaruh Efektivitas Penerapan Smart ASN terhadap Reformasi Birokrasi pada Era Disrupsi 4.0 di Badan Kepegawaian Daerah Provinsi Banten mempunyai pengaruh yaitu sebesar 64,7%, sedangkan sisanya 35,5% dimana sisanya dipengaruhi oleh variabel lain yang dalam penelitian ini tidak dianalisis lebih lanjut. Pengaruh ini yang timbul dari efektivitas artinya disebabkan oleh dimensi kuantitas dimana nilainya sangat relatif bagus, sehingga ini menunjukan bahwa teori yang digunakan oleh penulis dari Hasibuan, (2012) dan Miftah Thoha, (2008) mempunyai kriteria yang baik dalam menjawab sebuah kegelisahan dalam bekerja. | |||||||||
