Abstract

In Sukacai village there is the Rusmani political dynasty which has been in power since the Old Order era until now. The Rusmani political dynasty in democratic life created inequality and injustice for the Sukacai people who came from outside the dynasty. Kinship politics and society's apathy towards politics became the forerunner to the creation of a political dynasty in Sukacai. The author uses a qualitative method with a case study approach to analyze how the political dynasty in Sukacai works. The theories used are Huntington's theory of democracy and Jemma Purdey's political dynasty. The results of this research show that the Rusmani political dynasty succeeded in maintaining its power because they were able to adapt and adjust to the conditions and political systems from the Old Order era to the Reformation era. Then, they take advantage of nepotism, kinship networks, family ties, economic conditions, and informal figures (kasepuhan) to gain and maintain their power. The Rusmani political dynasty hijacked democracy by circumventing contestation and participation which were indicators of the extent to which democracy was implemented. In the contestation, the Rusmani dynasty hijacked it through the presence of informal figures who became the determining factor in which candidate would win, so that many people were reluctant to compete in the village head election contestation. Then, the Rusmani political dynasty hijacked participation by taking advantage of the people's apathy towards politics. Apart from that, the practice of kinship and nepotism in socio-political life makes public participation in election contestations and filling government positions limited.

Additional Information:	Di desa Sukacai terdapat dinasti politik Rusmani yang telah berkuasa sejak zaman orde lama hingga saat ini. Dinasti politik Rusmani dalam kehidupan demokrasi menciptakan ketimpangan dan ketidakadilan bagi masyarakat Sukacai yang berasal dari luar dinasti. Politik kekerabatan dan masyarakat yang apatis terhadap politik menjadi cikal bakal terciptanya dinasti politik di Sukacai. Penulis menggunakan metode kualitatif dengan pendekatan studi kasus untuk menganalisis bagaimana dinasti politik di Sukacai bekerja. Teori yang digunakan adalah teori demokrasi dari Huntington dan dinasti politik dari Jemma Purdey. Hasil penelitian ini menunjukkan bahwa dinasti politik Rusmani berhasil mempertahankan kekuasannya karena mereka dapat beradaptasi dan menyesuaikan dengan kondisi serta sistem politik dari era orde lama hingga reformasi. Lalu, mereka memanfaatkan nepotisme, jaringan kekerabatan, ikatan keluarga, kondisi ekonomi, dan tokoh informal (kasepuhan) untuk memperoleh dan mempertahankan kekuasaanya. Dinasti politik Rusmani membajak demokrasi dengan mengakali kontestasi dan partisipasi yang menjadi indikator sejauh mana demokrasi dijalankan. Pada kontestasi, dinasti Rusmani membajaknya melalui adanya tokoh informal yang menjadi faktor penentu kandidat mana yang akan menang, sehingga banyak masyarakat enggan untuk bersaing dalam kontestasi pilkades. Lalu, dinasti politik Rusmani membajak partisipasi dengan memanfaatkan masyarakatnya yang apatis terhadap politik. Selain itu, praktik kekerabatan dan nepotisme dalam kehidupan sosial politik, membuat partisipasi masyarakat dalam kontestasi pemilu dan mengisi jabatan pemerintahan menjadi terbatas dan menciptakan ketimpangan serta ketidakadilan.
