Abstract

Civil servants are often undisciplined in their work, lack awareness to complete their duties, leave their duty without the permission of the leadership, and there are individuals who commit corruption and collusion. The lack of concern in the implementation of main tasks and functions causes the effectiveness of the agency to be less than optimal. The problem identification is how to implement light disciplinary punishments at the Directorate General of Legal Administration based on Permenkumham No. 24 of 2023 concerning Procedures for Imposition of Disciplinary Punishments for Employees within the Ministry of Law and Human Rights and how obstacles are to the implementation of light disciplinary punishments at the Directorate General of General Legal Administration. The theories used are Personnel Theory and Law Enforcement Theory. The research method is empirical juridical. The specification of the research is descriptive analytical. The data source is primary data supported by secondary data. The data collection technique is field study and literature study related to research. Data was obtained and analyzed descriptively with a qualitative approach method. The results of the research on the Implementation of Mild Level Disciplinary Punishment for ASN Employees of the Ministry of Law and Human Rights at the Directorate General of General Legal Administration, based on data obtained from the Personnel Bureau of the Directorate General of General Legal Administration of the Ministry of Law and Human Rights, there are 76 violators of the minor level discipline rules, coaching is carried out but does not show a positive change, in carrying out the enforcement of minor level disciplinary punishments, of course there are obstacles and there is a need for optimization, because there are still violations of minor level discipline. Suggestion the competent supervisor immediately inspects and fosters ASN who are indicated to have violated minor disciplinary rules.

Additional Information: ASN sering kali tidak disiplin dalam bekerja, kurang sadar untuk menyelesaikan tugas, meninggalkan tempat tugas tanpa izin pimpinan, dan ada oknum yang melakukan korupsi serta kolusi. Kurangnya rasa kepedulian dalam pelaksanaan tugas pokok dan fungsi menyebabkan efektivitas instansi menjadi kurang optimal. Identifikasi masalah adalah bagaimana implementasi hukuman disiplin tingkat ringan di Direktorat Jenderal Administrasi Hukum berdasarkan Permenkumham No. 24 Tahun 2023 tentang Tata Cara Penjatuhan Hukuman Disiplin Bagi Pegawai di Lingkungan Kementerian Hukum dan Hak Asasi Manusia dan bagaimana hambatan dalam pengimplementasian hukuman disiplin tingkat ringan di Direktorat Jenderal Administrasi Hukum Umum. Teori yang digunakan ialah Teori Kepegawaian dan Teori Penegakan Hukum. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analitis. Sumber data yaitu data primer yang ditunjang data sekunder. Teknik pengumpulan data adalah studi lapangan dan studi kepustakaan terkait penelitian. Data diperoleh dan analisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian mengenai implementasi hukuman disiplin tingkat ringan pegawai ASN Kemenkumham di Direktorat Jenderal Administrasi Hukum Umum, berdasarkan data yang di dapat dari Biro Kepegawaian Direktorat Jenderal Administrasi Hukum Umum Kemenkumham terdapat 76 pelangggar aturan disiplin tingkat ringan tersebut dilakukan pembinaan tetapi tidak menunjukkan perubahan kearah yang positif, di dalam menjalankan penegakan hukuman disiplin tingkat ringan tentu ada kendala dan perlu adanya optimalisasi, sebab masih ada pelanggaran atas disiplin tingkat ringan. Saran atasan yang berwenang segera memeriksa dan membina ASN yang terindikasi melakukan pelanggaran aturan disiplin tingkat ringan.
