Abstract

Smart City has become an increasingly important concept in today's digital era, where technology is used to improve the quality of life by managing resources more efficiently. Kabupaten Lebak, as one of the regions striving to implement this concept, faces various challenges in its application. The readiness of the community to adopt technology and the Smart City concept is a key factor in the success of this program. Therefore, this research focuses on assessing the readiness of the Kabupaten Lebak community in the implementation of Smart City. This study uses a quantitative method involving 400 respondents selected from 10 sub-districts through multistage random sampling and proportional sampling techniques. Davidrajuh's theory of digital community readiness (e-readiness), which includes six main indicators: technology infrastructure, access, applications and services, economy, internet usage, and skills and human resources, serves as the basis for the analysis in this study. Data were collected through questionnaires and document studies, then analyzed using a one-sample t-test hypothesis test. The results show that the community of Kabupaten Lebak is not ready for the implementation of Smart City, with a t-test significance value of 0.230, which is greater than 0.05. To improve community readiness, it is recommended to enhance technological infrastructure, provide faster and more stable internet access, offer digital skills training programs, and conduct intensive outreach and socialization by the government to the community. With these steps, it is hoped that community readiness for embracing Smart City will significantly improve.

Kabupaten Lebak, sebagai salah satu daerah yang berusaha mengimplementasikan konsep ini, menghadapi berbagai tantangan dalam penerapannya. Kesiapan masyarakat dalam mengadopsi teknologi dan konsep Smart City menjadi faktor kunci dalam keberhasilan program tersebut. Oleh karena itu, penelitian ini difokuskan untuk mengetahui kesiapan masyarakat Kabupaten Lebak dalam penerapan Smart City. Penelitian ini menggunakan metode kuantitatif dengan melibatkan 400 responden yang dipilih dari 10 kecamatan melalui teknik multistage random sampling dan proportional sampling. Teori Davidrajuh tentang kesiapan masyarakat digital (e-readiness), yang mencakup enam indikator utama yaitu infrastruktur teknologi, akses, aplikasi dan layanan, ekonomi, penggunaan internet, serta keterampilan dan sumber daya manusia, menjadi dasar analisis dalam penelitian ini. Data dikumpulkan melalui kuesioner dan studi dokumentasi, kemudian dianalisis menggunakan uji hipotesis t one sample test. Hasil penelitian menunjukkan bahwa masyarakat Kabupaten Lebak belum siap dalam penerapan Smart City, dengan nilai signifikansi uji t sebesar 0.230 yang lebih besar dari 0.05. Untuk meningkatkan kesiapan masyarakat, direkomendasikan adanya peningkatan infrastruktur teknologi, penyediaan akses internet yang lebih cepat dan stabil, program pelatihan keterampilan digital, serta penyuluhan dan sosialisasi yang intensif dari pemerintah kepada masyarakat. Dengan langkah-langkah ini, diharapkan kesiapan masyarakat dalam menyongsong Smart City dapat meningkat secara signifikan.
