Abstract
Regional Regulation Number 12 of 2016 concerning the Empowerment and Development of Micro Enterprises has not fully achieved the target related to the empowerment and development of micro enterprises, this is evidenced by data on MSMEs whose turnover has decreased and gone out of business, the Micro Small and Medium Enterprises Empowerment Program is only limited to socialization and is not sustainable, so that MSME actors do not get long-term benefits and Technical guidance provided by the Trade Industry and Cooperative Office of Serang City is general and not specific throughout Serang City, even though each area in Serang City has different resource potentials, especially the Banten Village area.The theory used is Van Metter and Van Horn in Winarno's book Page 156 of 2008 with the method used in this study is descriptive qualitative. Data collection techniques by conducting interviews, non-participatory observation and documentation. In testing the validity of data by using source triangulation and member check. The results of this study show that in general it has not run in accordance with Regional Regulation No. 12 of 2016, judging from the aspects of many MSMEs whose turnover has decreased, empowerment and development that are only limited to socialization and are not sustainable, and the lack of appropriate targets for MSME actors in implementing these regional regulations. However, it can be seen that MSME players are innovating, it can be seen from the start of MSMEs innovating their products and already in marketing has started through online.

| Additional Information: | Peraturan Daerah Nomor 12 Tahun 2016 tentang Pemberdayaan dan Pengembangan Usaha Mikro ini belum sepenuhnya mencapai target terkait pemberdayaan dan pengembangan usaha mikro, hal tersebut dibuktikan oleh data UMKM yang omzetnya menurun dan gulung tikar, Program Pemberdayaan Usaha Mikro Kecil dan menengah hanya sebatas sosialisasi saja dan tidak berkelanjutan, sehingga pelaku UMKM tidak mendaptkan manfaat jangka panjangnya dan Bimbingan Teknis yang diberikan oleh Dinas perindustrian Perdagangan dan koperasi Kota Serang bersifat umum dan tidak spesifik diseluruh Kota Serang, padahal setiap daerah di Kota Serang memiliki potensi sumber daya yang berbeda terutama daerah Kelurahan Banten. Teori yang digunakan adalah Van Metter dan Van Horn dalam buku Winarno Halaman 156 Tahun 2008 dengan Metode yang digunakan dalam penelitian ini yakni kualitatif deskriptif. Teknik pengumpulan data dengan melakukan wawancara, observasi non partisipatif dan dokumentasi. Dalam menguji keabsahan data dengan menggunakan triangulasi sumber dan member check. Hasil penelitian ini menunjukkan bahwa secara umum belum berjalan sesuai dengan Peraturan Daerah No 12 tahun 2016, dilihat dari aspek banyak nya UMKM yang omzet nya menurun, pemberdayaan dan pengembangan yang hanya sebatas sosialisasi dan tidak berkelanjutan, serta kurang tepat nya sasaran pelaku UMKM dalam menjalankan perda tersebut. Namun terlihat pelaku UMKM berinovasi terlihat dari mulai nya para UMKM melakukan inovasi terhadap produk nya dan sudah dalam pemasarannya sudah mulai melalui online. | |||||||||
