Abstract

The thesis aims to analyze the phenomenon of Gender Blind Policy within the program and assess whether there is gender disparity. The Mother's School Program is designed to address the increasing divorce rates in Bogor City, The trend of divorce in the city of Bogor has increased in the last 3 years. In the Mother School Program there are modules used in learning and they include modules on child care, family health and family resilience. The research methodology used is qualitative, employing a case study approach from Creswell. The theoretical framework for analyzing the phenomenon is Naila Kabeer's Gender Blind Policy theory, using four indicators: Participation, Benefits, Control, and Access. The four indicators are utilized to examine the Mother's School Program, determining whether gender disparity still exists. The presence of gender inequality suggests limitations in women's participation in the program. The unequal gender representation in the Mother's School Program reflects a significant issue that should be addressed.

Additional Information:	Tulisan ini bertujuan untuk menganalisis bagaimana fenomena Gender Blind Policy di dalam Program Sekolah Ibu di Kota Bogor. Tulisan ini bertujuan untuk melihat apakah adanya kesenjangan atau ketimpangan gender dalam Program Sekolah Ibu. Program Sekolah Ibu dibuat salah satunya untuk menekan angka perceraian di Kota Bogor. Tren perceraian di Kota Bogor meningkat dalam 3 tahun terakhir. Oleh karena itu pemerintah Kota Bogor membuat Program untuk menekan kasus perceraian tersebut. Di dalam Program Sekolah Ibu terdapat modul- modul pembelajaran seperti pola asuh anak, kesehatan keluarga, ketahanan keluarga dan lainnya, sehingga para perempuan diharapkan bisa memiliki pengetahuan yang lebih akan ketahanan keluarga. Metode yang digunakan penulis dalam penelitian ini yaitu kualitatif dalam pendekatan studi kasus dari Cresswell. Teori yang digunakan penulis untuk meneliti fenomena yang dijadikan pisau analisis yaitu teori Gender Blind Policy dari Naila Kabeer dengan menggunakan 4 indikator untuk melihat fenomena dalam program tersebut yaitu Partisipasi, manfaat, kontrol, dan akses. Ke empat indikator tersebut digunakan peneliti untuk melihat suatu program yaitu Program Sekolah Ibu apakah masih terjadinya kesenjangan gender atau tidak. Ketidaksetaraan dalam gender menunjukan bahwa masih adanya kesenjangan gender seperti yang terjadi dalam Program Sekolah Ibu yang di dalamnya masih terjadi keterbatasan antara perempuan dengan keikutsertaan mereka dalam program tersebut. Keterbatasan keikutsertaan pada suatu program yang mengusung isu gender merupakan poin penting yang harusnya tidak terjadi.
