Abstract
This research discusses the fulfillment of the voting rights of people with disabilities in the 2020 regional elections in Banten Province in 4 regions, namely Serang Regency, Pandeglang Regency, Cilegon City and South Tangerang City. This research will compare one region with another to measure the fulfillment of the voting rights of persons with disabilities and the state's availability to meet the needs of accessible voters with disabilities. The aim of this research is to explain what factors influence the number of people with disabilities in Banten Province who exercise their right to vote in the 2020 regional elections and to find out the role of the KPU and the community in fulfilling the rights of people with disabilities. The research method used is qualitative with a multiple case studies approach written by Robert.K.Yin. The theory used is engaging the state by Mouffe and engaging the community by Farazmand. The results of this research are that the fulfillment of voting rights for Serang Regency and Pandeglang Regency is still very poor, as can be seen from the minimal use of voting rights and unfulfilled accessibility, in contrast to Cilegon City and South Tangerang City, which have quite good participation in the use of voting rights for people with disabilities, as well as the KPU and the community. who work together to fulfill voting rights and provide accessible regional elections.

| Additional Information: | Pada penelitian ini membahas mengenai pemenuhan hak pilih penyandang disabilitas pada pilkada 2020 Provinsi Banten di 4 tempat yaitu Kabupaten Serang, Kabupaten Pandeglang, Kota Cilegon dan, Kota Tangerang Selatan. Penelitian ini akan membandingkan satu daerah dengan daerah lainnya untuk mengukur pemenuhan hak pilih penyandang disabilitas dan ketersediaan negara dalam memenuhi kebutuhan pemilih disabilitas yang aksesibel. Tujuan dari penelitian ini adalah menjelaskan faktor – faktor apa saja yang mempengaruhi banyak dan sedikitnya disabilitas Provinsi Banten yang menggunakan hak pilihnya pada pilkada serentak 2020 dan mengetahui peranan KPU serta masyarakat dalam pemenuhan hak penyandang disabilitas. Metode penelitian yang digunakan ialah kualitatif dengan pendekatan multiple case studies yang ditulis oleh Robert.K.Yin. Teori yang digunakan ialah engaging the state oleh Mouffe and engaging the community oleh Farazmand. Hasil penelitian ini pemenuhan hak pilih untuk Kabupaten Serang dan Kabupaten Pandeglang masih sangat kurang dapat dilihat dari penggunaan hak pilih yang minim dan aksesibilitas yang belum terpenuhi berbeda dengan Kota Cilegon dan Kota Tangerang Selatan yang sudah lumayan bagus partisipasi penggunaan hak pilih penyandang disabilitasnya serta KPU dan masyarakat yang saling bekerja sama dalam melakukan pemenuhan hak pilih serta ketersediaan pilkada yang aksesibel. | ||||||
