Abstract
Waste management in Serang City is carried out by DLH through the PSLB3PK Division, the powers and interests given are regulated by law in order to carry out the principles and objectives properly. Based on the local regulation of the city of Serang number 7 of 2021 concerning waste management, DLH Kota Serang has the right to carry out its duties in accordance with the provisions of the local regulations that have been mandated. The problem identification is how the efforts of DLH Kota Serang in implementing waste management policies based on Regional Regulation Number 7 of 2021 concerning Waste Management? Then what are the inhibiting factors for the implementation of waste management policies at DLH of Serang City in terms of Regional Regulation of Serang City Number 7 of 2021 concerning Waste Management? The theories used are public policy theory and policy implementation. The research method is empirical juridical. The research specification is qualitative which is descriptive and tends to use analysis with an inductive approach. The data source is primary data supported by secondary data. Data collection techniques are field research and literature related to the research. The data is obtained and analysed qualitatively then described systematically with the deductive method. The results of the research are based on local regulations that have contained Articles 8, 9 and 10 of the Serang City Regional Regulation Number 7 of 2021 concerning Waste Management, which are then applied through the policy of the Renstra Changes of the Serang City Environment Agency 2018-2023. Facing the inhibiting factors in the implementation of waste management, DLH has obtained new innovations, namely the waste technical guidance program to increase the knowledge of waste bank administrators in order to maximise waste management performance on how to process waste in the surrounding environment or households such as sorting organic and inorganic waste from the source and the presence of waste banks scattered in certain areas. In conclusion, in the implementation of waste management DLH has carried out its obligations in dealing with waste problems in Serang City. In this case DLH needs to improve the implementation of Regional Regulation Number 7 of 2021 with the aim of increasing the movement of more precise waste handling for the welfare of the general public environment.

Berdasarkan peraturan daerah kota serang nomor 7 tahun 2021 tentang pengelolaan sampah, DLH Kota Serang berhak menjalankan tugas sesuai ketentuan peraturan daerah yang sudah di amanatkan. Adapun identifikasi masalahnya yaitu bagaimana upaya DLH Kota Serang dalam melaksanakan kebijakan pengelolaan sampah berdasarkan Peraturan Daerah Nomor 7 Tahun 2021 tentang Pengeloaan Sampah? Kemudian apa faktor penghambat implementasi kebijakan pengelolaan sampah di DLH Kota Serang ditinjau dari Peraturan Daerah Kota Serang Nomor 7 Tahun 2021 tentang Pengelolaan Sampah? Teori yang digunakan yaitu teori kebijakan publik dan implementasi kebijakan. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu kualitatif yang bersifat deskriptif dan cenderung menggunakan analisis dengan pendekatan induktif. Sumber data yaitu data primer ditunjang oleh data sekunder. Teknik pengumpulan data adalah penelitian lapangan dan kepustakaan yang terkait dengan penelitian. Data diperoleh dan dianalisis secara kualitatif kemudian diuraikan secara sistematis dengan metode deduktif. Hasil penelitian berdasarkan peraturan daerah yang telah memuat Pasal 8, 9 dan 10 Peraturan Daerah Kota Serang Nomor 7 Tahun 2021 tentang Pengelolaan Sampah, yang kemudian diaplikasikan melalui kebijakan Renstra Perubahan Dinas Lingkungan Hidup Kota Serang Tahun 2018-2023. Menghadapi faktor penghambat pelaksanaan pengelolaan sampah DLH memperoleh inovasi baru yaitu dengan program bimbingan teknis persampahan untuk meningkatkan pengetahuan para pengurus bank sampah agar dapat memaksimalkan kinerja pengelolaan sampah tentang bagaimana cara mengolah sampah di lingkungan sekitar atau rumah tangga seperti pemilahan sampah organik dan anorganik sejak dari sumbernya dan kehadiran bank sampah tersebar di titik daerah tertentu. Kesimpulannya dalam pelaksanaan pengelolaan sampah DLH telah melakukan kewajibannya dalam menangani permasalahan sampah di Kota Serang. Dalam hal ini DLH perlu meningkatkan implementasi Peraturan Daerah Nomor 7 Tahun 2021 dengan tujuan untuk meningkatkan pergerakan penanganan sampah yang lebih presisi demi kesejahteraan lingkungan masyarakat khalayak umum. | |||||||||
