Abstract
The Health Office is an element of government implementation in the health sector and is led by a head of service who is domiciled under and responsible to the regional head through the regional secretary. How is the implementation of the authority of the health department of the city of Serang in the implementation of supervision of the Jasaboga Sanitary Hygiene Certificate (SLHSJ) as consumer protection in the city of Serang based on the regulation of the Indonesian minister of health No. 1096 of 2011 concerning Jasaboga Sanitary Hygiene? What are the obstacles to the implementation of the authority of the serang city health office in the implementation of supervision of the Certificate of Good Hygiene Sanitation of Catering Services (SLHSJ) as consumer protection in serang city based on the regulation of the Indonesian minister of health No. 1096 of 2011 concerning Sanitary Hygiene of Catering Services? The theory used in this research is the theory of authority and law enforcement theory. The method used in this research is empirical juridical with data analysis through a qualitative approach using primary data, interviews with the Head of the Health Office, and secondary data, research location at the Health Office of Serang City. Based on the results of the research in accordance with the Regulation of the Minister of Health of the Republic of Indonesia No. 1096 of 2011 concerning Sanitary Hygiene of Jasaboga. Certificate Feasibility plays an important role in sanitary hygiene of caterers. Improvements in building construction, equipment, sanitation facilities, personnel and food produced have a major contribution to minimizing food contamination that can cause cases of poisoning due to food produced. The Health Office of Serang City still experiences obstacles, namely the lack of human resources in the Health Office, lack of socialization, lack of awareness, overlapping regulations, uncertainty of costs and time in applying for a business license. The conclusion is that Serang City with the existence of this Health Office, for the supervision of the Certificate of Good Hygiene Sanitation of Catering (SLHSJ), many catering entrepreneurs are still found to have no Certificate of Good Hygiene Sanitation of Catering (SLHSJ), in Catering groups A2 and A3 have an average score of 62 from the results of this statement indicating that the overall catering still does not meet the physical feasibility in the application of Sanitary Hygiene of Catering.

Bagaimana pelaksanaan kewenangan dinas kesehatan kota serang dalam pelaksanaan pengawasan Sertifikat Laik Higiene Sanitasi Jasaboga (SLHSJ) sebagai perlindungan konsumen di kota serang berdasarkan peraturan menteri kesehatan RI No. 1096 Tahun 2011 tentang Higiene Sanitasi Jasaboga? Apakah Hambatan pelaksanaan kewenangan dinas kesehatan kota serang dalam pelaksanaan pengawasan Sertifikat Laik Higiene Sanitasi Jasaboga (SLHSJ) sebagai perlindungan konsumen di kota serang berdasarkan peraturan menteri kesehatan RI No. 1096 Tahun 2011 tentang Higiene Sanitasi Jasaboga? Teori yang di gunakan dalam penelitian ini yakni teori kewenangan dan teori penegakan hukum. Metode yang di gunakan dalam penelitian ini yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer, wawancara dengan Kepala Dinas Kesehatan, dan data sekunder, lokasi penelitian di Dinas Kesehatan Kota Serang. Berdasarkan hasil penelitian sesuai dengan Peraturan Menteri Kesehatan RI No. 1096 Tahun 2011 tentang Higiene Sanitasi Jasaboga. Kelaikan Sertifikat berperan penting dalam higiene sanitasi jasaboga. Perbaikan konstruksi bangunan, peralatan, fasilitas sanitasi, ketenagaan serta makanan yang dihasilkan memiliki kontribusi besar meminimalkan kontaminasi makanan yang dapat menimbulkan kasus keracunan akibat makanan yang diproduksi. Dinas Kesehatan Kota Serang masih mengalami kendala yaitu kurangnya SDM di Dinas Kesehatan, kurangnya sosialisai, kurangnya kesadaran, tumpang tindihnya peraturan, ketidak pastian biaya dan waktu dalam mengajukan surat izin usaha. Kesimpulannya bahwa Kota Serang dengan ada nya Dinas Kesehatan ini, untuk pengawasan Sertifikat Laik Higiene Sanitasi Jasaboga (SLHSJ), Pengusaha Jasaboga masih banyak ditemukan tidak ada Sertifikat Laik Higiene Sanitasi Jasaboga (SLHSJ), dalam Katering golongan A2 dan A3 memiliki score rata-rata 62 dari hasil keterangan tersebut menunjukan keseluruhan katering masih belum memenuhi kelaikan fisik dalam penerapan Higiene Sanitasi Jasaboga. | |||||||||
