Abstract

Pengaruh Penerapan Sistem Informasi Keimigrasian Terhadap Efektivitas Kerja Pegawai di Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten, Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa, Serang 2012. Pembimbing I Drs. Oman Supriadi, M.Si, pembimbing II Titi Stiawati, S.Sos, M.Si. Fokus penelitian ini adalah Pengaruh Penerapan Sistem Informasi Keimigrasian Terhadap Efektivitas Kerja Pegawai di Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten. Dengan rumusan masalah yaitu bagaimana pengaruh penerapan sistem informasi keimigrasian terhadap efektivitas kerja pegawai di Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten. Tujuan penelitian ini adalah untuk mengetahui sejauh mana Pengaruh Penerapan Sistem Informasi Keimigrasian Terhadap Efektivitas Kerja Pegawai di Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan teknik korelasional. Obyek penelitian ini adalah para pegawai Kementrian Hukum dan Hak Asasi Manusia yang berjumlah 82 orang, dimana keseluruhan jumlah pegawai dijadikan sebagai sampel, karena peneliti menggunakan sampel jenuh dalam penelitiannya. Instrumen dalam penelitian ini diperoleh dari teori sistem informasi keimigrasian yang dikemukakan oleh Amsyah, yang memuat 5 indikator dan dari teori efektivitas kerja oleh Amsyah yang memuat 4 indikator. Dalam mengumpulkan data yaitu dengan cara menyebarkan kuesioner, wawancara, dan observasi. Untuk menganalisa data menggunakan metode korelasi product moment. Berdasarkan skor yang didapat pada hasil penelitian dan hasil analisa peneliti, menunjukkan bahwa terdapat pengaruh yang positif dan signifikan antara Pengaruh Penerapan Sistem Informasi Keimigrasian Terhadap Efektivitas Kerja Pegawai di Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten, dengan koefisien korelasi yang ditemukan sebesar 0,730 dengan taraf kesalahan 5%. Dengan demikian dapat diketahui variabel sistem informasi keimigrasian memberikan kontribusi sebesar 53,26% terhadap efektivitas kerja organisasi, sedangkan sisanya yaitu sebesar 46,74%, ditentukan oleh faktor lain. Sehingga dalam hal ini peneliti mengajukan saran sebagai perbaikan atas permasalahan diatas antara lain, dengan menyediakan sumber daya manuasia yang kompeten dalam mengelola SIMKIM, penyediaan hardware dan software yang up to date, pengadaan diklat dan sebaiknya Kementrian Hukum dan Hak Asasi Manusia Propinsi Banten melakukan pengembangan terhadap sistem informasi manajemen yang ada menjadi sistem yang lebih canggih dan bersifat online, atau dikenal dengan nama Sistem Informasi Keimigrasian. Whereas the problem formulation was how the immigration system information application influence the work effectiveness of officials at ministry of justice and human rights Banten province. The purpose of the research was to study how strong the influence of immigration information system application on work effectiveness of officials at ministry of justice and human rights Banten province. The method which been applied in this research was quantitative using correlational technique. The object of this research were the officials of ministry of justice and human rights Banten province which consist of 82 persons, whereas all of the officials were taken as sample since the researcher applied saturated sample. Instruments of this research were grounded on immigration information system theory by Amsyah, which included 5 indicators and work effectiveness theory by Amsyah which consist 4 indicators. The data were collected through questionnaire, interview, and observation. The data analysis applied product moment correlation method. Based on the result of the research, it found that there were positive and significant correlation between immigration system information application and work effectiveness of officials at ministry of justice and human rights Banten province, the correlation was 0,730 at level of significance 5%. Thus the result of the research concluded that the variable of immigration information system contribute 53,26% on organization work effectiveness, meanwhile the rest of 46,73% was determined by other factors beyond this research. Based on the conclusion of the research, the researcher propose some suggestions to overcome the problems above such as providing competence human resources to maintain SIMKIM, providing an up to date hardware and software, education and training, and ministry of justice and human rights Banten province make an upgrade on management information system become online, or known as Immigration Information System.
