Abstract
exual violence against children will have an impact on health problems and be related to children's mental health. This research discusses how the authority of the Integrated Service Center for the Empowerment of Women and Children (P2TP2A) is implemented in efforts to restore the mental health of children victims of sexual violence in Serang City and the obstacles faced by P2TP2 in efforts to restore the mental health of children victims of sexual violence in Serang City. The theories used in the research are authority theory and child protection theory. This research uses empirical juridical methods and analytical descriptive approaches. This research uses primary and secondary data sources. The data collection technique in this research uses library research and field research techniques. Data analysis in this research uses a qualitative descriptive approach. The results of this research show that the increase in cases of sexual violence against children in 2022 amounted to 8 cases and in 2023 there were 19 cases. The authority of P2TP2A in efforts to restore the mental health of children victims of sexual violence in the City of Serang has been regulated in Banten Regional Regulation Number 9 of 2014 concerning the protection of women and children against acts of violence so that the stages of efforts to restore the mental health of children victims of sexual violence in the City of Serang include a treatment flow. starting from receiving victims, services provided to victims of sexual violence starting from medical services and assistance, social services, psychological and legal assistance, as well as safe houses. Efforts to restore the mental health of children who are victims of sexual violence are carried out by P2TP2A Serang City in collaboration with counselors through four stages, namely the introduction stage, problem identification stage, action stage and evaluation stage as well as reintegration or repatriation. Obstacles faced by P2TP2A Serang City in efforts to restore mental health child victims of sexual violence are human resources, financial resources, lack of operational mobility facilities and infrastructure, and lack of community understanding. The implementation of the authority of P2TP2A Serang City in restoring the mental health of children victims of sexual violence has been quite effective and requires good cooperation between P2TP2A Serang City, the Government and the community. | Additional Information: | Kekerasan seksual terhadap anak akan berdampak pada masalah kesehatan dan berkaitan dengan mental anak. Penelitian ini membahas terkait bagaimana implementasi kewenangan Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (P2TP2A) dalam upaya pemulihan kesehatan mental anak korban kekerasan seksual di Kota Serang dan kendala yang dihadapi P2TP2 dalam upaya pemulihan kesehatan mental anak korban kekerasan seksual di Kota Serang. Teori yang digunakan dalam penelitian ialah teori kewenangan dan teori perlindungan anak. Penelitian ini menggunakan metode yuridis empiris dan pendekatan deskriptif analitis. Penelitian ini menggunakan sumber data primer dan sekunder. Teknik pengumpulan data dalam penelitian ini yaitu menggunakan teknik penelitian kepustakaan dan penelitian lapangan. Analisis data dalam penelitian ini menggunakan pendekatan deskriptif kualitatif. Hasil Penelitian ini bahwa meningkatnya kasus kekerarasan seksual terhadap anak pada tahun 2022 berjumlah 8 kasus dan pada tahun 2023 berjumlah 19 kasus. Kewenangan P2TP2A dalam upaya pemulihan kesehatan mental anak korban kekerasan seksual di Kota Serang telah diatur dalam Peraturan Daerah Banten Nomor 9 Tahun 2014 tentang perlindungan perempuan dan anak terhadap tindak kekerasan sehingga dalam upaya tahapan upaya pemulihan kesehatan mental anak korban kekerasan seksual di Kota Serang meliputi alur penanganan mulai dari penerimaan korban, pelayanan yang diberikan kepada korban kekerasan seksual mulai pelayanan dan pendampingan medis, pelayanan sosial, psikologis dan pendampingan hukum, serta rumah aman. Upaya Pemulihan Kesehatan Mental Anak Korban Kekerasan Seksual yang dilakukan oleh P2TP2A Kota Serang yang bekerjamasama dengan konselor melalui empat tahapan yaitu tahap pengenalan, tahap identifikasi masalah, tahap tindakan dan tahap evaluasi serta reintegrasi atau pemulangan Kendala yaang dihadapi oleh P2TP2A Kota Serang dalam upaya pemulihan kesehatan mental anak korban kekerasan seksual adalah sumber daya manusia, sumber dana, minimya sarana dan prasarana mobilitas oprasional, dan minimnya pemahaman masyarakat. Implementasi kewenangan P2TP2A Kota Serang dalam pemulihan kesehatan mental anak korban kekerasan eksual sudah cukup berjalan efektif dan dibutuhkan kerjasama yang baik antara P2TP2A Kota Serang, Pemerintah dan masyarakat. | |||||||||
