Abstract
This study aims to determine and measure the effectiveness of the management of the Kasepuhan Palace tourist attraction by the Kasepuhan Palace Management Organization in tourism development in the city of Cirebon with the theory used, namely the effectiveness approach by Hari Lubis & Martani Huseini (2009: 111-118) which includes; Source Approach, Process Approach, and Target Approach. The research method used is qualitative through a descriptive approach. In determining research informants using purposive techniques, namely selected with certain considerations and objectives that understand the focus of the research. The data collection techniques used in this research are interviews, observations, and documentation studies. The results of this study, among others, the quality of human resources owned has not been competent due to the absence of educational standards in the recruitment system, the absence of work mechanisms contained in the Standard Operating Procedures, weak preservation efforts of historical heritage objects and cultural heritage objects caused by budget constraints, maintenance mechanisms that are still traditional, and prosedural reporting of repairs that are not easy, weak communication and coordination between the Cirebon City Culture and Tourism Office and the Kasepuhan Palace Management Organization on the focus of tourism issues, and managers do not have a commitment to strategic planning for tourism development. The conclusion of this research is that the management of the Kasepuhan Palace tourist attraction carried out by the Kasepuhan Palace Management Organization has not been effective.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui dan mengukur efektivitas pengelolaan objek wisata Keraton Kasepuhan oleh Badan Pengelola Keraton Kasepuhan dalam pengembangan pariwisata di Kota Cirebon dengan teori yang digunakan yaitu pendekatan efektivitas oleh Hari Lubis & Martani Huseini (2009: 111-118) yang meliputi; Pendekatan Sumber, Pendekatan Proses, dan Pendekatan Sasaran. Metode penelitian yang digunakan yaitu kualitatif melalui pendekatan deskriptif. Dalam menentukan informan penelitian menggunakan teknik purposive yaitu dipilih dengan pertimbangan dan tujuan tertentu yang memahami fokus penelitian. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara, observasi, dan studi dokumentasi. Hasil dari penelitian ini, antara lain kualitas sumber daya manusia yang dimiliki belum kompeten disebabkan tidak adanya standar pendidikan dalam sistem rekruitmen, tidak adanya mekanisme kerja yang tertuang dalam Standar Operasional Prosedur, lemahnya upaya preservasi objek peninggalan sejarah dan benda cagar budaya yang disebabkan oleh keterbatasan anggaran, mekanisme perawatan yang masih tradisional, dan prosedural pelaporan perbaikan yang tidak mudah, lemahnya komunikasi dan koordinasi yang dijalin antara Dinas Kebudayaan dan Pariwisata Kota Cirebon dengan Badan Pengelola Keraton Kasepuhan terhadap fokus permasalahan kepariwisataan, dan pengelola belum memiliki komitmen terhadap perencanaan strategis pengembangan objek wisata. Kesimpulan dari penelitian ini adalah pengelolaan objek wisata Keraton Kasepuhan yang dilakukan oleh Badan Pengelola Keraton Kasepuhan belum efektif. | |||||||||
