Abstract
The Serang City Government, in order to participate in preserving culture through the Serang City Education and Culture Office, issued Serang Mayor Regulation Number 40 of 2019 concerning the Use of Typical Regional Batik Motifs. The regulation explains that ASNs are obliged to use PDH batik typical of the city of Serang. However, since this regulation was promulgated, there are still many State Civil Servants who have not used Serang City batik on the appointed days. The identification of the problem in this research is, What is the authority of the Serang City Education and Culture Office in supervising the State Civil Apparatus regarding the use of typical regional batik based on Serang Mayor Regulation Number 40 of 2019 concerning the Use of Typical Regional Batik Motifs? and What are the obstacles to the Serang City Education and Culture Service in supervising the State Civil Apparatus regarding the use of regional typical batik? The theories used are authority theory and supervision theory. The method used is empirical juridical. The research specifications used are analytical descriptive research. The data source is primary data supported by secondary data. Data collection techniques were carried out using library research and field research. The data obtained was analyzed descriptively using a qualitative analysis approach. The results of the research on the authority to supervise PDH on ASN given by the mayor to the Serang City Education and Culture Office have not yet been implemented. Currently, what the Serang City Education and Culture Office is doing is only outreach in collaboration with OPDs in Serang City. In carrying out its role, it cannot be separated from the obstacles that determine the success of each policy. The obstacles are, overlapping authority, lack of cooperation between agencies, lack of batik craftsmen. The Serang City Government needs to strengthen regulations regarding sanctions and clarity regarding applicable regulations so that there is no overlap in authority. So the supervision carried out by the Serang City Education and Culture Office is not yet running.

| Additional Information: | Pemerintah Kota Serang dalam rangka ikut melestariakan kebudayaan melalui Dinas Pendidikan dan Kebudayaan Kota Serang mengeluarkan Peraturan Wali Kota Serang Nomor 40 Tahun 2019 tentang Pemanfaatan Motif Batik Khas Daerah. Peraturan tersebut menjelaskan bawasannya ASN wajib menggunakan PDH batik khas kota serang. Namun, sejak peraturan ini diundangkan masih banyak Aparatur Sipil Negara yang belum menggunakan batik Kota Serang di hari yang di tentukan. Indentifikasi masalah dalam penelitian ini adalah, Bagaimana kewenangan Dinas Pendidikan dan Kebudayaan Kota Serang dalam pengawasan terhadap Aparatur Sipil Negara pada penggunaaan batik khas daerah berdasarkan Peraturan Wali Kota Serang Nomor 40 Tahun 2019 tentang Pemanfaatan Motif Batik Khas Daerah? dan Bagaimana kendala Dinas Pendidikan dan Kebudayaan Kota Serang dalam pengawasan terhadap Aparatur Sipil Negara pada penggunaaan batik khas daerah?. Teori yang digunakan yaitu teori kewenangan dan teori pengawasan. Metode yang digunakan adalah yuridis empiris. Spesifikaisi penelitian yang digunakan yaitu penelitian deskriptif analitis. Sumber data yaitu data primer di tunjang dengan data sekunder. Teknik pengumpulan data dilakukan dengan penelitian kepustakaan dan penelitian lapangan. Data yang diperoleh dianalisis secara deskriptif dengan pendekatan analisa kualitatif. Hasil penelitian kewenangan dalam mengawasi PDH pada ASN yang diberikan oleh walikota kepada Dinas Pendidikan dan Kebudayaan Kota Serang belum berjalan. Saat ini yang di lakukan Dinas Pendidikan dan Kebudayaan Kota Serang hanya berupa sosialisasi yang berkerjasama dengan OPD-OPD yang berada di Kota Serang. Dalam melaksanakan perannya tidak terlepas dari adanya kendala-kendala yang menentukan keberhasilan setiap kebijakan. Adapun kendalanya yaitu, terjadinya tumpang tindih kewenangan, kurangnya kerjasama anatar instansi, kurangnya pengrajin batik. Pemerintah Kota Serang perlu mempertegas peraturan mengenai sanksi serta kejelasan mengenai aturan yang berlaku sehingga tidak adanya tumpang tindih kewenagan. Sehingga pengawasan yang dilakukan Dinas Pendidikan dan Kebudayaan Kota Serang belum berjalan. | |||||||||
