Abstract
PSSI as a member of FIFA is an independent organization. The existence of the organization has its own working mechanism and is free from third party intervention. PSSI is regulated in Law Number 3 of 2005 concerning the National Sports System and is also regulated in Article 2 of Government Regulation Number 16 of 2007 concerning sports management. FIFA is an international institution that regulates football regulations throughout the world, FIFA's position is central because the rules and regulations of the game of football are regulated therein. Therefore, the analysis of the problem is first, what is the position of the FIFA Statutes in International Law Governing Football Matches. Second, How is State Accountability in Cases of Tragedy at the Kanjuruhan Stadium in Malang Indonesia. This study uses the theory of responsibility and the principle of proportionality using the normative juridical research method using secondary data sources. Data collection techniques are carried out by means of literature study and qualitative analysis. The results of this study are, first, FIFA has a special institution, namely the International Football Association Board (IFAB), as the only institution that has absolute authority to make and/or update the laws of the game for the organization of football matches in the world, namely regulated in Article 6 FIFA statute the laws of the game, the two Indonesian Governments formed a joint fact-finding team which was contained in Presidential Decree No. 19 of 2022, provided compensation to the families of the victims, transformed Indonesian football, and also imposed sanctions on Arema, Furthermore, FIFA as the highest authority in International organizations in the field of football only suggest to immediately improve for Indonesian football without imposing any sanctions on Indonesia.

| Additional Information: | PSSI sebagai anggota FIFA merupakan sebuah organisasi yang independen. Keberadaan organisasi tersebut mempunyai mekanisme kerja sendiri dan bebas dari intervensi pihak ketiga. PSSI diatur dalam Undang-Undang Nomor 3 tahun 2005 tentang Sistem Keolahragaan Nasional dan juga diatur dalam Pasal 2 Peraturan Pemerintah Nomor 16 Tahun 2007 tentang penyelenggaraan keolahragaan. FIFA merupakan Lembaga Internasional yang mengatur regulasi sepak bola seluruh dunia, kedudukan FIFA sentral sebab aturan dan ketentuan permainan sepak bola diatur didalamnya. Oleh karena itu maka yang menjadi analisis Masalahnya adalah pertama, Bagaimana Kedudukan Statuta FIFA dalam Hukum Internasional yang Mengatur Pertandingan Sepak bola. Kedua, Bagaimana Pertanggung Jawaban Negara dalam Kasus Tragedi di Stadion Kanjuruhan Malang Indonesia. Penelitian ini menggunakan teori Responsibility dan prinsip Proposionalitas dengan menggunakan metode Penelitian Yuridis Normatif dengan menggunakan sumber data sekunder, teknik pengumpulan data dilakukan dengan studi kepustakaan dan analisis kualitatif. Adapun hasil dari penelitian ini adalah, pertama FIFA memiliki lembaga khusus yaitu International Football Association Board (IFAB), sebagai lembaga satu-satunya yang memiliki kewenangan mutlak membuat dan atau memperbaharui the laws of the game bagi penyelenggaraan pertandingan sepakbola di dunia yaitu diatur dalam Pasal 6 statuta FIFA the laws of the game, kedua Pemerintah Indonesia membentuk tim gabungan pencari fakta yang tertuai dalam Keppres Nomor 19 Tahun 2022, memberikan santunan kepada keluarga korban, mentransformasi sepak bola Indonesia, serta menjatuhkan sanksi kepada pihak Arema, Selanjutnya FIFA sebagai otoritas tertinggi dalam Organisasi Internasional pada bagian sepak bola hanya menyarankan untuk segera berbenah untuk sepak bola Indonesia tanpa menjatuhkan sanksi apapun terhadap Indonesia. | |||||||||
