Abstract
The focus of the research is the evaluation of Regent's Regulation No. 63 of 2019 concerning Guidelines for Implementing the Joint People's Movement Program to Overcome Congested, Slum, Poor Areas and Empower the Socio-Economic Environment in Cisoka District, Tangerang. The problem with the research is that SKPD coordination has poor relationships and communication, inaccuracies in reducing budget funds, and few criteria for receiving aid to the community. The aim of the research is to evaluate Regent's Regulation No. 63 of 2019 concerning Guidelines for Implementing the Joint People's Movement Program to Overcome Congested, Slum, Poor Areas and Empower the Socio-Economic Environment in Cisoka District, Tangerang. The theory used is the CIPP (Context, Input, Process, Product) Public Policy Evaluation theory by Daniel Stufflebeam (1966). The research method used was a descriptive qualitative method. Data analysis used data reduction procedures, data presentation, and drawing conclusions by Matthew B Milles and Michael Huberman. The results of the research show that the implementation of Regent's Regulation No. 63 of 2019 concerning Guidelines for Implementing the Joint People's Movement Program for Overcoming Congested, Slum, Poor Areas and Empowering the Socio-Economic Environment in Cisoka Tangerang District has not run optimally in terms of implementation, it is difficult to control the span of control carried out to supervise the implementation of the program , the reduced budget is not in accordance with the program, the socio-economic empowerment that has occurred has not yet reached the maximum stage. The recommendation is to change the main sector of the Gebrak Pakumis Plus Program to Bappeda. The program can be implemented in stages by concentrating on villages with potential and with a smaller scope, more intensive supervision and guidance, creating better coordination between SKPD and village officials.

Tujuan penelitian adalah untuk mengevaluasi Peraturan Bupati No 63 Tahun 2019 Tentang Pedoman Pelaksanaan Program Gerakan Bersama Rakyat Atasi Kawasan Padat, Kumuh, Miskin dan Pemberdayaan Lingkungan Sosial Ekonomi di Kecamatan Cisoka Tangerang. Teori yang digunakan adalah teori evaluasi kebijakan publik CIPP (Context, Input, Process, Product) oleh Daniel Stufflebeam (1966). Metode penelitian yang digunakan metode kualitatif deskriptif. Analisis data yang digunakan dengan prosedur reduksi data, penyajian data, dan menarik kesimpulan oleh Matthew B Milles dan Michael Huberman. Hasil penelitian menunjukkan pelaksanaan Peraturan Bupati No 63 Tahun 2019 Tentang Pedoman Pelaksanaan Program Gerakan Bersama Rakyat Atasi Kawasan Padat, Kumuh, Miskin dan Pemberdayaan Lingkungan Sosial Ekonomi di Kecamatan Cisoka Tangerang belum berjalan dengan optimal secara pelaksanaan sulitnya untuk mengontrol rentang kendali yang dilakukan untuk mengawasi jalannya program, anggaran yang turun tidak sesuai dengan wujud program, pemberdayaan sosial ekonomi yang terjadi masih belum mencapai tahap maksimal. Saran yang menjadi rekomendasi adalah mengubah sektor utama Program Gebrak Pakumis Plus menjadi Bappeda, Program dapat dilaksanakan secara bertahap dengan berkonsentrasi pada desa-desa yang berpotensi dan dengan lingkup yang lebih kecil, pengawasan dan pembinaan yang lebih intensif, ciptakan koordinasi yang lebih baik antar SKPD dan aparatur desa. | ||||||
