Abstract
The background to the research was to determine and analyze the implementation of open access to public information through websites according to Law Number 14 of 2008 concerning Openness of Public Information. And to analyze the evaluation of access to open public information in the digital era on the website at PERUMDAM Tirta Berkah Pandeglang according to Law Number 14 of 2008 concerning Openness of Public Information. The approach taken is implementation theory developed by Merilee S. Grindle. The methodology used in the research is a qualitative approach. Field research was carried out through interviews using the purposive sampling method. The data collection technique involved interviewing 11 informants (8 key informants and 3 additional informants). Data analysis is then interpreted to obtain research output at Perumdam Tirta Berkah, Pandeglang Regency. The results of the research conclude, first, that the implementation of public information disclosure as part of the implementation of public policy at Perumdam Tirta Berkah Pandeglang via the website has not gone well as mandated in Article 7 of the KIP Law, due to limited resources. Second, openness of public information in the digital era on the website at Perumdam Tirta Berkah Pandeglang according to Law Number 14 of 2008 concerning Openness of Public Information has not been effective, because consistency, transparency, accountability and public participation are not fulfilled. As a means, the Government needs to provide sufficient budget for website development so that PPID can carry out its functions according to the expectations of the KIP Law. For Perumdam, it is deemed necessary to create a PPID service application as a means of providing public information services at any time. The public must be more critical of public information disclosure in order to obtain information that is their right as citizens which is protected by law. Recommendations that can be conveyed, for future researchers, are to conduct more in-depth research to obtain maximum research results.

| Additional Information: | Latar Belakang dilakukannya penelitian adalah untuk mengetahui dan menganalisis implementasi akses keterbukaan informasi publik melalui website menurut Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Dan untuk menganalisis evaluasi akses keterbukaan informasi publik pada era digital pada website di PERUMDAM Tirta Berkah Pandeglang menurut Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Pendekatan yang diambil adalah teori implementasi yang dikembangkan oleh Merilee S. Grindle. Metodologi yang digunakan dalam penelitian dengan pendekatan kualitatif. Penelitian lapangan dilakukan melalui wawancara dengan metode purposive sampling. Teknik pengambilan data dengan mewawancarai 11 orang informan (8 orang informan kunci dan 3 orang informan tambahan). Analisa Data kemudian diinterpretasikan untuk mendapatkan output hasil penelitian di Perumdam Tirta Berkah Kabupaten Pandeglang. Hasil penelitian menyimpulkan, pertama, implementasi keterbukaan informasi publik sebagai bagian dari pelaksanaan kebijakan publik pada Perumdam Tirta Berkah Pandeglang melalui website belum berjalan dengan baik sesuai yang diamanatkan dalam Pasal 7 UU KIP, karena keterbatasan sumber daya. Kedua, Keterbukaan informasi publik pada era digital pada website di Perumdam Tirta Berkah Pandeglang menurut Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik belum berjalan efektif, karena tidak terpenuhinya konsistensi, transparansi, akuntabilitas, dan partisipatif publik. Sebagai sara, Pemerintah perlu memberikan anggaran yang cukup guna pengembangan website agar PPID dapat menjalankan fungsinya sesuai harapan UU KIP. Bagi Perumdam, dipandang perlu membuat aplikasi layanan PPID sebagai sarana layanan informasi publik setiap saat. Bagi masyarakat, harus lebih kritis terhadap keterbukaan informasi publik untuk mendapatkan informasi yang telah menjadi haknya sebagai warga Negara yang dilindungi oleh undang-undang. Rekomendasi yang dapat disampaikan, bagi peneliti selanjutnya, agar melakukan penelitian yang lebih mendalam untuk mendapatkan hasil penelitiannya yang maksimal. | |||||||||
