Abstract
Corruption is currently a phenomenon that threatens the sustainability of the bureaucracy. For this reason, the government is carrying out bureaucratic reform through the Integrity Zone (ZI) development program. One of these programs is carried out at the Cilegon Police Station, which currently has the title of WBK (Corruption Free Area) from the Ministry of Administrative Reform and Bureaucratic Reform. The purpose of this research is to find out the ZI development process and leadership policies in encouraging the achievement of the WBK predicate. In addition to analyzing the impact of the WBK title on the quality of public services at the Cilegon Police. The research method with a qualitative approach. Data collection through observation, interviews and documentation. The results showed that the total ZI score at the Cilegon Polres fulfilled the WBK predicate which reached 93.56 scores, where the process went through several stages from the declaration, development, proposal, assessment, and determination stages. The policies carried out by the Cilegon Police Headquarters both institutionally and personally encouraged the achievement of the WBK title in the development of the Integrity Zone. The impact of the construction of the Integrity Zone at the Cilegon Polres has encouraged an increase in the quality of public services which has received a positive response to community satisfaction. The ZI innovation is carried out by improving public services that are comfortable and easy to reach by the community by providing an Integrated Service Center (Pusyandu).

| Additional Information: | Koruspi saat ini menjadi foneomena yang mengancam keberlangsungan birokrasi. Untuk itu, pemerintah melakukan reformasi birokrasi melalui program pembangunan Zona Integritas (ZI). Program tersebut salah saunya dilakukian di Polres Cilegon yang saat ini sudah mendapat predikat WBK (Wilayah Bebas Korupsi) dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi. Tujuan penelitan ini untuk mengetahui proses pembangunan ZI dan kebijakan pimpinan dalam mendorong tercapainya predikat WBK. Selain itu untuk menganalisis dampak atas predikat WBK pada kualitas pelayanan publik di Polres Cilegon. Metode penelitian dengan pendekatan kualitatif. Pengambilan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa peniaian bobot nilai total ZI di Polres Cilegon memenuhi predikat WBK yang mencapai 93.56 skor, dimana proses tersebut dilalui melalui beberapa tahapan dari tahap pencanangan, pembangunan, pengusulan, penilaian, dan penetapan. Kebijakan yang dilakukan oleh Pimpinan Polres Cilegon baik secara institusi maupun pribadi mendorong tercapainya predikat WBK dalam pembangunan Zona Integritas. Dampak pembangunan Zona Integritas di Polres Cilegon mendorng pengingkatan kualitas pelayanan publik yang mendapat respon positif atas kepuasan masyarakat. Inovasi ZI yang dilakukan dengan meningkatkan pelayanan publik yang nyaman dan mudah dijangkau masyarakat dengan menyediakan Pusat Pelayanan Terpadu (Pusyandu). | |||||||||
