Abstract
This study describes collaboration in overcoming the problem of the flow of the Ciliwung river in Jakarta due to piles of garbage which cause the river to overflow and even flood. An organization that cares about the environment, namely the Clean Ciliwung Movement, created an innovation in the form of a River Waste Management Program (TOSS) to address river waste problems by carrying out waste management by involving several parties such as the DKI Jakarta Provincial Environmental Service, PT. Indonesia Power, PT. indofood Sukses Makmur Tbk, PAM Jaya, and the surrounding community. In this study, the authors analyze using collaborative governance theory by Kirk Emerson and Tina Nabatchi in the form of an integrative framework containing system context, drivers, collaboration dynamics, actions and outcomes. The research method used is the case study method with a qualitative approach. The results of this study state that the collaboration process in implementing the River Waste Management Program (TOSS) has been going quite well, it can be seen that each party is appropriate in carrying out their respective roles. It's just that, river waste management is still not running optimally due to limited technological tools.

| Additional Information: | Penelitian ini menjelaskan terkait kolaborasi dalam mengatasi permasalahan aliran sungai Ciliwung Jakarta akibat tumpukan sampah yang menyebabkan sungai meluap bahkan banjir. Salah satu organisasi peduli lingkungan yaitu Gerakan Ciliwung Bersih menciptakan inovasi berupa program Tempat Olah Sampah Sungai (TOSS) untuk mengatasi permasalahan sampah sungai dengan cara melakukan pengelolaan sampah dengan melibatkan beberapa pihak seperti Dinas Lingkungan Hidup Provinsi DKI Jakarta, PT. Indonesia Power, PT. Indofood Sukses Makmur Tbk, PAM Jaya, dan masyarakat sekitar. Dalam penelitian ini, penulis menganalisa dengan menggunakan teori Collaborative Governance Kirk Emerson dan Tina Nabatchi berupa kerangka kerja integratif yang berisikan konteks sistem, pendorong, dinamika kolaborasi, tindakan, dan hasil. Metode penelitian yang digunakan yaitu metode studi kasus dengan pendekatan kualitatif. Hasil penelitian ini menyatakan bahwa proses kolaborasi dalam melaksanakan program Tempat Olah Sampah Sungai (TOSS) sudah berjalan cukup baik, hal ini dapat dilihat bahwasanya masing-masing pihak sudah sesuai dalam menjalankan peran masing-masing. Hanya saja, pengelolaan sampah sungai masih belum berjalan dengan maksimal yang disebabkan karena keterbatasan alat-alat teknologi yang dimiliki. | ||||||
