Abstract
Homeless and beggars training conducted by social service as stipulated in a bylaw tangerang number 12 year 2007 about social protection for people with social welfare issues.The problem, there is a lack of public participation, the homeless and beggars who have received guidance always take to the streets, lack of supervision by officers, there is no prohibition on government regulations governing giving money to beggars.Even though they were any formal social affairs in dealing with homeless and beggars but in fact the number of homeless and beggars continues to increase every year.The purpose of this research is to know the implementation of the social policy training programs for the homeless and beggars in tangerang. That is the theory used the implementation of policy soren c winter ( pierre peters, 2006: ) 155, covering relations organization: behavior, implementor behavior, of the target group.Methods used in this research is qualitative is descriptive.The research results that were still running training homeless and beggars maximally.The homeless and beggars are trained to return to the road, facilities and infrastructure development as a tool for exerting skills are not yet available, inefficient and guidance, and budget.The advice is that your instrument skills rehabilitation institution that the training is more efficient, of the social make banners on about giving money to beggars.
