Abstract
The zoning system is issued in new student admissions so that everyone gets the same education. The purpose of this study was to describe the process of the zoning system in accepting new high school students in Serang City and then to find out the impact, constraints and efforts to make the zoning system effective in accepting new high school students in Serang City. The techniques used in this study consisted of direct communication techniques, indirect communication techniques and documentation techniques. Data collection tools in this study used interview guidelines, observation sheets and documentation studies. In this study, the research subjects were school principals, cultural education offices and several student guardians. Sources of data obtained from interviews will be analyzed and attached to the research results. Based on the results of the study, it was concluded that the implementation of the zoning system at PPDB for the 2021/2022 school year for high schools in the city of Serang was not effective due to a lack of outreach to the community. Then, for the positive impact of the effectiveness of the zoning system in accepting new high school students in Serang City, namely to equalize access to education, for the negative impact, namely students who choose schools because they are close, not because of the quality of the school, then there are constraints and efforts in the effectiveness of the zoning system, namely technical sometimes down when the implementation occurs. Efforts are being made, namely the government, for technical downtime. The government will cooperate with PT. Telkom to help with technical speed when used.

| Additional Information: | Sistem sistem zonasi dikeluarkan dalam penerimaan baru siswa sehingga setiap orang mendapat pendidikan yang sama. Tujuan penelitian ini adalah untuk mendeskripsikan proses mengenai sistem zonasi dalam penerimaan peserta didik baru sekolah menengah atas di kota serang lalu untuk mengetahui dampak, kendala dan upaya efektivitas sistem zonasi dalam penerimaan peserta didik baru sekolah menengah atas di Kota Serang. Teknik yang digunakan dalam penelitian ini terdiri dari teknik komunikasi langsung, teknik komunikasi tidak langsung dan teknik dokumentasi. Alat pengumpulan data dalam penelitian ini menggunakan pedoman wawancara, lembar observasi dan studi dokumentasi. Dalam penelitian ini subjek penelitian adalah kepala sekolah, dinas pendidikan kebudayaan dan beberapa wali murid. Sumber data yang diperoleh dari wawancara akan dianalisis dan dilampirkan dalam hasil penelitian. Berdasarkan hasil penelitian disimpulkan pelaksanaan sistem zonasi pada PPDB tahun ajaran 2021/2022 sekolah menengah atas di kota serang berjalan kurang efektif akibat kurangnya sosialisasi kepada masyarakat. Lalu untuk dampak positif efektivitas sistem zonasi dalam penerimaan peserta didik baru sekolah menegah atas di kota serang yaitu untuk meratakan akses pendidikan, untuk dampak negatifnya yaitu peserta didik yang memilih sekolah karena dekat bukan karena kualitas sekolah lalu kendala dan upaya dalam efektivitas sistem zonasi yaitu teknis yang terkadang down ketika pelaksaan terjadi. Upaya yang dilakukan yaitu pemerintah untuk teknis yang down pemerintah akan melakukan kerja sama dengan PT. Telkom untuk membantu kecepatan teknis ketika digunakan. | |||||||||
