Kata Kunci: Kinerja Dinas Sosial, Pekerja Seks Komersial Pekerja Seks Komersial (PSK) merupakan salah satu masalah sosial yang perlu segera ditangani. Banyaknya perindustrian yang berdiri di Kota Cilegon merupakan salah satu penyebab PSK berdatangan dari berbagai daerah. Dinas Sosial Kota Cilegon sangat berperan dalam menangani Pekerja Seks Komersial. Tujuan Penelitian ini adalah untuk mengetahui dan menganalisis Kinerja Dinas Sosial Kota Cilegon Sosial dalam Menangani Pekerja Seks Komersial. Metode Penelitian yang digunakan adalah pendekatan kualitatif. Penelitian ini menggunakan teori kinerja organisasi Hersey, Blanchard, dan Johnson, yaitu : Tujuan, Standar, Alat/Sarana, Kompetensi, Motif, Peluang dan Umpan Balik. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Teknik analisa data menggunakan teknik analisis menurut Miles dan Huberman. Sedangkan untuk menguji validitas menggunakan triangulasi dan memberchek. Hasil penelitian menunjukan bahwa Kinerja Dinas Sosial Kota Cilegon dalam menangani Pekerja Seks Komersial belum maksimal, dikarenakan masih banyaknya PSK yang belum mendapatkan pembinaan dari Dinas Sosial, sasaran pembinaan yang tidak tepat serta anggaran yang minim yang mengakibatkan pembinaan hanya dilakukan dalam setahun sekali oleh Dinas Sosial. Saran peneliti adalah pembinaan yang diberikan kepada PSK dapat dilakukan secara berkelanjutan sampai PSK tersebut mahir. Sehingga hal tersebut dapat memberikan peluang usaha bagi PSK.

Commercial sex workers is one of the social problems that need to be addressed. Many industry standing Cilegon City is one of the causes of prostitutes coming from different regions. Cilegon City Social Servis play an important role in dealing with Commercial sex workers. Purpose of this study is to investigate and analyze the performance of Social Services for Handling Social Cilegon Commercial Sex Workers (PSK). Methods The study used in a qualitative approach. This study uses the theory of organizational performance Hersey, Blanchard, and Johnson, that means : Goals, Standards, Equipment / Facilities, Competence, Motive, Opportunity and Feedback. Data collection techniques used were interviews, observation and documentation study. The techniques used in analyzing the data is a technique by Miles and Huberman analysis. As for the validity of the test is to use a triangulation of sources. The results showed that the performance of the Department of Social Welfare Cilegon in handling commercial sex workers can’t be maximized, Because there are many Commercial Sex Workers who have not received assistance from Sosial Servis. Resulting in minimal budget guidance only done once a year by the Department of Social Welfare. Researchers are coaching advice given to prostitutes to do on an going basis until the PSK proficient. So that it can provide business opportunities for PSK. |
