Abstract
Peneliti menjelasakan tentamg apa yang terjadi dilapangan terkait implementasi peraturan ini ialah prilaku disiplin masyarakat dalam melaksanakan protokol kesehatan menghadapi pandemi Covid-19 ini masihlah sangat kurang sehingga dalam menerapkan kegiatan adaptasi baru di era pandemi Covid-19 ini masih belum maksimal, selain itu dengan letak geografis yang bersifat pegunungan serta minimnya pemahaman masyarakat terkait regulasi ini menjadi salah satu penghambatnya, serta adat budaya agama Isam yang kental cenderung tidak mengindahkan peraturan ini karena bertentagan dengan ajaran ataupun syariat yang dilakukan oleh masyarakat yang mayoritas beragama islam. Jenis penelitian ini ialah penelitian lapangan (field research) dengan pendekatan deskriptif kualitatif. Dalam teknik pengumpulan data peneliti melakukan dengan cara observasi,wawancara dan dokumentasi. Informan yang dipilih menggunakan teknik purposive (dengan memiliki kriteria inklusi) dan Key Person Data yang diperoleh kemudian disajikan secara deskriptif dan dianalisis menggunakan teknik deskriptif analitik tipe studi kasus (case study). Berkaitan dengan Analis Implementasi Peraturan Bupati Lebak Nomor 28 Tahun 2020, peneliti menggunakan pendekatan kajian tori dari Edward III yang menumpukan perhatian pada empat hal terkait analisis implementasi kebijakan yaitu: (I) Komunikasi, (II) Struktur birokrasi, (III) Sumber daya, dan (IV) Disposisi.

| Additional Information: | The problem that occurs in the field related to the implementation of this regulation is that the disciplined behavior of the community in implementing health protocols in dealing with the Covid-19 pandemic is still lacking so that in implementing new adaptation activities in the era of the Covid-19 pandemic it is still not optimal, besides that with a mountainous geographical location as well as the lack of public understanding regarding this regulation is one of the obstacles, as well as thick Islamic religious customs that tend to ignore this regulation because it conflicts with teachings or Shari'a practiced by people who are predominantly Muslim. This type of research is field research with a qualitative descriptive approach. In the technique of collecting data, the researchers conducted it by means of observation, interviews and documentation. Informants were selected using a purposive sampling technique (by having inclusion criteria) and Key Person. The data obtained was then presented descriptively and analyzed using a case study type analytic descriptive technique. In connection with the Implementation Analyst of Lebak Regent Regulation Number 28 of 2020, the researcher uses a tori study approach from Edward III which focuses attention on four matters related to policy implementation analysis, namely: (I) Communication, (II) Bureaucratic structure, (III) Resources, and (IV) Disposition. | ||||||
