Abstract
The Merit System in the management of the State Civil Apparatus is a performance appraisal based on work performance. Law of the Republic of Indonesia Number 5 of 2014 concerning the State Civil Apparatus (ASN) is one of the regulations that is used as a reference in the implementation of the merit system. Cilegon City Government in implementing the merit system cannot be said to be perfect in its implementation. Therefore the implementation of a merit system based on 8 (eight) aspects is important to implement properly. The identification of the first problem is what is the role of the Cilegon City Government in the Implementation of the Merit System for ASN in the City Government of Cilegon Based on Law Number 5 of 2014 concerning State Civil Apparatus?, and What are the constraints of the Cilegon City Government in the Implementation of the Merit System for ASN in the Government Cilegon City?. The theory used is the Authority Theory and Personnel Management Theory. The research method is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews with the Personnel and Human Resources Development Agency and secondary data in the form of literature related to research. The results of research on the role of the Cilegon City Government in implementing the merit system are that the Cilegon City Government has not fully implemented the merit system implementation in the Cilegon City Government. Based on 8 important aspects in the implementation of the merit system in ASN management such as planning, procurement, career development, promotions and mutations, performance management, payroll and rewards, protection and services as well as information systems there are still many obstacles in every aspect and there is a need for optimization of each aspect that has not been fulfilled. In conclusion, the role of the City Government of Cilegon in implementing the merit system through the evaluation of 8 aspects has not been fully implemented. Several obstacles make this merit system still have to be refined in each of them, especially in terms of budget and regulations. Suggestions, Cilegon City Government should encourage and foster the level of implementation of the merit system to a better category in the future by improving regulations and internal policies related to the merit system in the Cilegon city government.

Undang-Undang Republik Indonesia Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara (ASN) merupakan salah satu regulasi yang menjadi acuan dalam pelaksanaan sistem merit. Pemerintah Kota Cilegon dalam pelaksanaan sistem merit belum dapat dikatakan sempurna dalam pelaksanaannya. Oleh karena itu pelaksanaan sistem merit yang didasarkan 8 (delapan) aspek pent- ing untuk diterapkan dengan baik. Adapun identifikasi masalah yang pertama yaitu Bagaimana Peran Pemerintah Kota Cilegon dalam Pelaksanaan Sistem Merit bagi ASN di Pemerintah Kota Cilegon Berdasarkan Undang Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara?, dan Bagaimana kendala Pemerintah Kota Cilegon dalam Pelaksanaan Sistem Merit bagi ASN di Pemerintah Kota Cilegon?. Teori yang digunakan ialah Teori Kewenangan dan Teori Manajemen Kepegawaian. Metode penelitian yaitu yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara kepada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia dan data sekunder berupa pustaka yang berkaitan dengan penelitian. Hasil penelitian mengenai Peran Pemerintah Kota Cilegon dalam pelaksanaan sistem merit adalah Pemerintah Kota Cilegon belum melaksanakan sepenuhnya terkait pelaksanaan sistem merit di Pemerintah Kota Cilegon. Berdasarkan 8 aspek penting yang ada dalam pelaksanaan sistem merit pada manajemen ASN seperti perencanaan, pengadaan, pengembangan karir, promosi dan mutasi, manajemen kinerja, penggajian dan penghargaan, perlindungan dan pelayanan serta sistem informasi masih banyak kendala di setiap aspek dan perlu adanya optimalisasi dari masing-masing aspek yang belum terpenuhi. Kesimpulan, peran Pemerintah Kota Cilegon dalam pelaksanaan sistem merit melalui penilaian 8 aspek belum terlaksana sepenuhnya. Beberapa kendala menjadikan sistem merit ini masih harus disempurnakan masing- masing didalamnya terutama dalam hal anggaran dan regulasi. Saran, Pemerintah Kota Cilegon harus mendorong dan membina tingkat pelaksanaan sistem merit ke kategori yang lebih baik ke depan dengan memperbaiki regulasi serta kebijakan internal terkait sistem merit di pemerintahan kota cilegon. | |||||||||
