Abstract
Article 32 of the 1945 Constitution mandates that the State promotes Indonesian national culture in the midst of world civilization by guaranteeing the freedom of the people to maintain and develop their cultural values. On the basis of this mandate, Law number 11 of 2010 concerning Cultural Conservation was drafted. In Article 1 paragraph 22 it is explained that Preservation is a dynamic effort to maintain the existence of cultural heritage and its values by protecting, developing and utilizing them. Identification in this thesis is How Authority. The Bogor City Tourism and Culture Office in the Development and Preservation of the Cultural Heritage of Slate Inscriptions in the City of Bogor as a Regional Identity Based on the Regional Regulation of the City of Bogor Number 17 of 2019 Concerning Cultural Conservation, What supporting and inhibiting factors have been experienced by the Bogor City Culture and Tourism Office in carrying out its authority the. The theory used is the theory of authority according to H.D.Stoud and the theory of tourism according to Muljadi A.J. Qualitative research methods with normative juridical and empirical juridical approaches. The data used are primary and secondary data. Primary data using interview and observation techniques. Secondary data uses library data collection in the form of 3 (three) legal materials, namely primary, secondary and tertiary legal materials. In conclusion, the authority of the Bogor City Tourism and Culture Office in carrying out the preservation of slate inscriptions based on Regional Regulation Number 17 of 2019 concerning cultural heritage has the authority to carry out supervision and preservation of cultural heritage. Authority always goes hand in hand with responsibility, and the position of an institution determines its authority. | Additional Information: | Pasal 32 Undang-Undang Dasar 1945 mengamanatkan bahwa Negara memajukan kebudayaan nasional Indonesia di tengah peradaban dunia dengan menjamin kebebasan masyarakat dalam memelihara dan mengembangkan nilai-nilai budayanya. Atas dasar amanat tersebut, disusunlah Undang-Undang nomor 11 Tahun 2010 tentang Cagar Budaya. Dalam Pasal 1 ayat 22 dijelaskan bahwa Pelestarian adalah upaya dinamis untuk mempertahankan keberadaan cagar budaya dan nilainya dengan cara melindungi, mengembangkan, dan memanfaatkannya. Identifikasi dalam skripsi ini adalah Bagaimana Kewenangan. Dinas Pariwisata Dan Kebudayaan Kota Bogor Dalam Pengembangan Dan Pelestarian Cagar Budaya Prasasti Batu Tulis Di Kota Bogor Sebagai Identitas Daerah Berdasarkan Peraturan Daerah Kota Bogor Nomor 17 Tahun 2019 Tentang Cagar Budaya, Faktor pendukung dan penghambat apa yang dialami Dinas Kebudayaan dan Pariwisata Kota Bogor dalam menjalankan kewenangannya tersebut. Teori yang digunakan yaitu teori kewenangan menurut H.D.Stoud dan teori pariwisata menurut Muljadi A.J. Metode penelitian kualitatif dengan pendekatan yuridis normatif dan yuridis empiris. Data yang digunakan data primer dan sekunder. Data primer menggunakan teknik wawancara dan pengamatan. Data sekunder menggunakan pengumpulan data kepustakaan berupa 3 (tiga) bahan hukum yaitu bahan hukum primer, sekunder dan tersier. Kesimpulannya Kewenangan Dinas Pariwisata dan Kebudayaan Kota Bogor dalam melaksanakan pelestarian prasasti batu tulis berdasarkan Peraturan Daerah Nomor 17 Tahun 2019 tentang cagar budaya memiliki kewenangan untuk melakukan pengawasan dan pelestarian Cagar budaya. Kewenangan selalu berjalan beriringan dengan tanggungjawab, serta kedudukan suatulembaga menentukan kewenangannya. Pemerintah Daerah dapat menetapkan cagar budaya didaerahnya setelah dilakukan kajian yang dilakukan oleh tim ahli Cagar Budaya Kota Bogor Kata Kunci: Pengembangan dan Pelestarian cagar budaya, Kewenangan Dinas Pariwisata dan Kebudayaan Kota Bogor, Pariwisata. | |||||||||
