Abstract
The focus of this study is the Evaluation of the Implementation of Pandeglang Regency Regional Regulation Number 4 of 2008 concerning Cleanliness, Beauty, and Environmental Order (Case Study of Menes District Square, Pandeglang Regency). Identify the problems are the large number of street vendors, lack of supervision, lack of existing facilities, and the absence of a special budget for K3 maintenance. The formulation of the problem is how to evaluate the implementation of Pandeglang Regency Regional Regulation Number 4 of 2008 in the Menes District Square area, Pandeglang Regency. The theory used is the theory of policy evaluation criteria according to Leo Agustino. This research uses a qualitative approach with a descriptive method. The results of this study show that the Evaluation of the Implementation of Regional Regulations of Pandeglang Regency Number 4 of 2008 (Case Study of Menes District Square, Pandeglang Regency) has not run optimally because there are still many problems such as lack of communication and coordination between related stakeholders, inadequate facilities, infrastructure, and technology, the absence of a special budget for K3 maintenance in Menes Square, the absence of sanctions against violators of regional regulations, and so on. Recommendations that can be given are increasing the number of personnel, the need for socialization, carrying out routine coordination and communication, clear and sufficient budget allocation, collaborating with other agencies such as the Department of Industry and Trade in structuring and empowering street vendors.

Identifikasi masalahnya yaitu masih banyaknya pedagang kaki lima, kurangnya pengawasan, minimnya fasilitas-fasilitas yang ada, dan belum adanya anggaran khusus pemeliharaan K3. Rumusan masalahnya yaitu bagaimana evaluasi pelaksanaan Peraturan Daerah Kabupaten Pandeglang Nomor 4 Tahun 2008 pada kawasan Alun-Alun Kecamatan Menes, Kabupaten Pandeglang. Teori yang digunakan adalah teori kriteria evaluasi kebijakan menurut Leo Agustino. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil penelitian ini menunjukkan bahwa Evaluasi Pelaksanaan Peraturan Daerah Kabupaten Pandeglang Nomor 4 Tahun 2008 (Studi Kasus Alun-alun Kecamatan Menes, Kabupaten Pandeglang) belum berjalan optimal karena masih banyaknya permasalahan seperti Kurangnya komunikasi dan koordinasi antar stakeholder terkait, belum memadainya sarana, prasarana, dan teknologi, belum adanya anggaran khusus pemeliharaan K3 di alun-alun Menes, belum adanya sanksi terhadap pelanggar peraturan daerah, dan lain sebagainya. Rekomendasi yang dapat diberikan yaitu meningkatkan jumlah personil, perlu adanya sosialisasi, dilaksanakannya koordinasi dan komunikasi yang rutin, alokasi anggaran yang jelas dan cukup, perlu bekerjasama dengan dinas lain seperti Diskoperindag. | |||||||||
