Abstract
On January 30, WHO declared the COVID-19 outbreak a public health emergency of global concern. Banten Province has established an Extraordinary Event or Corona Outbreak since March 14, 2020. Then the Serang Regency Government has implemented major strategies to deal with the COVID-19 pandemic, carried out in general by the Serang Regency Health Office. This study aims to find out how the communication strategy of the Serang District Health Office in dealing with the COVID-19 outbreak in Serang District by using the concept of Philip Lesly's Planning Model Theory which is a descriptive qualitative research. The research data were collected by means of observation, interviews and documentation studies which were analyzed afterwards through the interactive model method. From the results of this study, it can be explained how the Serang District Health Office carried out a communication strategy to deal with COVID-19 with stages starting from analysis and research where the COVID-19 pandemic occurred in Serang District and its problems in general in the health sector. Then at the policy formulation stage, it was formulated how to prevent the transmission of COVID-19 and confirmed health protocols. There, in the next stage of planning the implementation program, this plan is assisted by personnel such as from other agencies, funds provided from the regional government budget and facilities that have been made. And finally in communication activities, spreading information about the dangers of COVID-19 traditionally, through digital media from Instagram and government online sites, and also publicly such as posters and public service advertisements. The COVID-19 pandemic is very influential in the general activities of the people of Serang Regency, and a plan is urgently needed to break the chain of transmission of COVID-19.

| Additional Information: | Pada 30 Januari, WHO mengumumkan wabah COVID-19 sebagai darurat kesehatan masyarakat yang menjadi perhatian global. Provinsi Banten telah menetapkan Kejadian Luar Bisaa atau KLB Corona sejak 14 Maret 2020. Kemudian Pemerintah Kabupaten Serang telah melaksanakan strategi-strategi besar untuk menghadapi pandemi COVID-19, dilakukan secara umum oleh Dinas Kesehatan Kabupaten Serang. Penelitian ini bertujuan untuk mencari tahu bagaimana strategi komunikasi Dinas Kesehatan Kabupaten Serang dalam menangani wabah COVID-19 di Kabupaten Serang dengan menggunakan konsep Teori Model Perencanaan Philip Lesly yang bersifat penelitian kualitatif deskriptif. Data penelitian ini dikumpulkan dengan cara observasi, wawancara dan studi dokumentasi yang dianalisis setelahnya melalui metode interactive model. Dari hasil penelitian ini bisa dijelaskan bagaimana Dinas Kesehatan Kabupaten Serang melakukan strategi komunikasi penangulangan COVID-19 dengan tahapan mulai dari analisis dan riset dimana terjadinya pandemik COVID-19 di Kabupaten Serang dan permasalahan nya secara umum di sektor kesehatan. Kemudian di tahapan perumusan kebijakan, dirumuskan bagaimana untuk mencegah penularan COVID19 dan penegasan protokol kesehatan. Disitu juga dalam taham selanjutnya di perencanaan program pelaksanaan, rencana ini dibantu oleh tenaga seperti dari instansi lain, dana yang diberikan dari APBD Pemda dan fasilitas yang sudah dibuat. Dan akhirnya di kegiatan komunikasi, menyebarkan informasi dalam bahaya nya COVID-19 secara tradisional, melalui media digital dari Instagram dan situs-situs online pemerintah, dan juga secara public seperti poster dan iklan layanan masyarakat. Pandemi COVID-19 sangat berpengaruh dalam aktifitas umum masyarakat Kabupaten Serang, dan sangat diperlukan nya rencana untuk pemutusan rantai penularan COVID-19 ini. | |||||||||
