Abstract
Local government in running governance, has fundamental duty to actualize the fair governance for the prosperity of society. In this current regional autonomy era local governments need a substantial funds to finance the government in implementing regional development through revenue (PAD) which is a source of revenue. Local tax revenue BBNKB particulary instrumental to the growth of local revenue, because every year there is an increase so rapidly to its users. The purpose of this study was to determine the procedure for collecting motorbike name transfer fees against PAD in the Regional Revenue Agency Banten Province. The analysis method used in this research is descriptive method. The result showed that the collection procedures run effectively with a well structure job division and the realization BBNKB acceptance Banten Province of the result exceeded the target and are include in the category of very effective. BAPENDA party should further improve the quality of the collection service agreements and BBNKB especially in the discipline of taxpayers who have not paid their tax liability.

| Additional Information: | Pemerintah daerah dalam menjalankan penyelenggaraan pemerintahan, mempunyai tugas pokok mewujudkan pemerintahan yang adil demi kemakmuran masyarakat. Dalam era otonomi daerah saat ini pemerintah daerah membutuhkan dana yang cukup besar untuk memenuhi pembiayaan pemerintah dalam melaksanakan pembangunan daerah melalui Pendapatan Asli Daerah (PAD) yang merupakan sumber penerimaan daerah. Pajak daerah khususnya penerimaan BBNKB berperan penting terhadap pertumbuhan penerimaan daerah, karena setiap tahun terjadi peningkatan yang begitu besar terhadap penggunaannya. Tujuan penelitian ini adalah untuk mengetahui prosedur pemungutan bea balik nama kendaraan bermotor terhadap PAD pada Badan Pendapatan Daerah Provinsi Banten. Metode analisis yang digunakan dalam penelitian ini adalah metode deskriptif. Hasil penelitian menunjukan bahwa prosedur pemungutannya sudah berjalan efektif dengan pembagian tugas yang telah terstrukur serta realisasi penerimaan BBNKB Provinsi Banten hasilnya melebihi dari target dan termasuk dalam katagori sangat efektif. Sebaiknya pihak BAPENDA lebih meningkatkan kualitas pelayanan pemungutan BBNKB terutama dalam menertibkan wajib pajak yang belum membayar kewajiban pajaknya. | |||||||||
