Abstract
Community organization is a forum that has certain characteristics, has a role in the progress of a group or nation, functions as a reservoir and fights for the aspirations of its people. The purpose of this study is to analyze the form of the role of disability community organizations, supporting factors, inhibiting factors, the impact of the role of disability community organizations on welfare. This study uses a qualitative descriptive method, in the city of Serang. The informants of this study were five organizational administrators and five members of the organization. Data collection techniques by observation, interviews, and documentation. The validity of the data using source triangulation and technical triangulation. The results showed that the role of community organizations in the city of Serang consists of a facilitative role, educational role representative role and technical role. The supporting factors for the implementation of the fulfillment of the welfare rights of people with disabilities are found in the motivation and government policies, the inhibiting factors for the fulfillment of the welfare rights of the disabled people are found in the budget and infrastructure, the impact of the role of disability community organizations on welfare, namely that all the welfare rights of the disabled community have not been fulfilled so that people with disabilities have not able to be independent.

| Additional Information: | Oganisasi masyarakat merupakan suatu wadah yang memiliki ciri tertentu, memiliki peran dalam kemajuan suatu kelompok atau bangsa, berfungsi sebagai penampung dan memperjuangkan aspirasi masyarakatnya. Tujuan dari penelitian ini, untuk menganalisis bentuk peranan organisasi masyarakat disabilitas, faktor pendukung, faktor penghambat, dampak peranan organisasi masyarakat disabilitas terhadap kesejahteraan. Penelitian ini menggunakan metode deskriptif kualitatif, di lingkungan Kota Serang. Informan penelitian ini yaitu lima pengurus organisasi dan lima anggota organisasi. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Keabsahan data menggunakan triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan bahwa, peran organisasi masyarakat di lingkungan Kota Serang terdiri dari peran fasilitatif, peran edukasional, peran representative dan peran teknik. Faktor pendukung pelaksanaan pemenuhan hak kesejahteraan masyarakat disabilitas terdapat pada motivasi dan kebijakan pemerintah, faktor penghambat pemenuhan hak kesejahteraan masyarakat disabilitas terdapat pada anggaran dan sarana prasarana, dampak peranan organisasi masyarakat disabilitas terhadap kesejahteraan yaitu belum terpenuhinya semua hak-hak kesejahteraan masyarakat disabilitas sehingga masyarakat disabilitas belum mampu mandiri. | |||||||||
