Abstract
The industrial sector is a sector that is widely developed by the government. The Serang Regency Government is committed to continuing to support Small and Medium Industries to be able to survive, develop, and be competitive through various programs that have been compiled by the Department of Industry and Trade Cooperatives of Serang Regency in the 2016-2021 strategic plan. The most types of industry in Serang Regency are Micro and Small Industries with a total of 8,979 business units. One of the industrial potentials of Serang Regency is the pottery industry. This study aims to determine the success of the Bumi Jaya Pottery Development Program in Ciruas District by using the CIPP (Context, Input, Process, Product) evaluation theory by Stufflebeam in 2003 (in Arikunto, 2014:36- 38). This study uses a qualitative method. Data collection techniques used are observation, interviews, and document analysis. The data analysis technique uses the concepts proposed by Miles and Hubberman (2014:13) namely data collection, data condensation, data presentation, and drawing conclusions. The results of this study indicate that the earth jaya pottery development program is still not optimal, it can be seen from the available budget is still limited and there are still many obstacles that occur.

| Additional Information: | Sektor industri merupakan sektor yang banyak dikembangan oleh pemerintah. Pemerintah Kabupaten Serang berkomitmen untuk terus mendukung Industri Kecil Menengah agar mampu bertahan, berkembang, dan berdaya saing melalui berbagai program yang di telah di susun oleh Dinas Koperasi Perindustrian dan Perdagangan Kabupaten Serang dalam rencana strategis tahun 2016-2021. Jenis industri terbanyak yang ada di kabupaten serang yaitu Industri Mikro dan Kecil dengan jumlah 8.979 unit usaha. Salah satu potensi industri yang dimiliki Kabupaten Serang yaitu Industri kerajinan gerabah. Penelitian ini bertujuan untuk mengukur keberhasilan Program Pengembangan Gerabah Bumi Jaya Kecamatan Ciruas dengan menggunakan teori evaluasi CIPP oleh Stufflebeam (2003). Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan analisis dokumen. Teknik analisis data menggunakan konsep yang dikemukakan oleh Miles dan Hubberman (2014:13) yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa program pengembangan gerabah bumi jaya pada aspek Context, Input, dan Product sudah baik. Namun dalam aspek Process masih belum optimal terlihat dari anggaran yang tersedia masih terbatas dan masih banyaknya hambatan yang terjadi. | |||||||||
