Abstract
The implementation of the IPST ASARI program is present to be able to manage waste around the community. IPST ASARI program involves PT CAP, the local community, and the Environmental Department of Cilegon focusing on processing plastic waste into fuel oil. On the implementation, the IPST ASARI program is faced with quite obstacles for instance the lack of participation of the community in the sorting process as well as the collection of plastic waste, products which cannot be traded, as well as the lack of coordination and communication between the Environmental Department of Cilegon and PT CAP. This study uses the theory of Edward III with a qualitative descriptive method. As the result fo this study obtain that the people still rely on officers in the process of collecting and sorting plastic into its kind because people find the sorting process impractical. The product from IPST ASARI which are fuel, currently cannot be traded because it is hindered by regulation and quality. Even so, the communication between The Environmental Department of Cilegon and PT CAP has increased with a joint audience, on the other hand communication between The Environmental Department of Cilegon and IPST ASARI still needs to be improved even though the relationship between the two is quite good. Hence the implementation of the IPST ASARI program went well. To improve the implementation program, the sorting process can be implemented gradually and of course for The Environmental Department and IPST ASARI to be always involves each other and pay attention to one another.

| Additional Information: | Implementasi program IPST ASARI hadir untuk dapat mengelola sampah di sekitar masyarakat. Program IPST ASARI melibatkan PT CAP, masyarakat setempat, dan Dinas Lingkungan Hidup Kota Cilegon berfokus mengolah sampah plastik menjadi bahan bakar minyak (BBM). Dalam penerapannya program IPST ASARI dihadapi masalah seperti masyarakat yang kurang berpartisipasi dalam proses pemilahan juga pengumpulan sampah plastik, hasil produk yang belum dapat diperdagangkan, juga kurangnya koordinasi dan komunikasi DLH Kota Cilegon dengan PT CAP. Penelitian ini menggunakan teori Edward III dengan metode deskriptif kualitatif. Hasil penelitian mendapati bahwa masyarakat mengandalkan petugas dalam proses pengumpulan dan pemilahan plastik ke semacamnya dikarenakan masyarakat mendapati proses pemilahan tidak praktis. Produk yang dihasilkan dari program IPST ASARI yaitu BBM saat ini masih belum bisa diperdagangkan karena terhalang regulasi dan kualitas. Walaupun begitu komunikasi yang terjalin antara DLH Kota Cilegon dengan PT CAP meningkat dengan adanya audiensi bersama, namun komunikasi antara DLH Kota Cilegon dengan IPST ASARI masih perlu ditingkatkan lagi walaupun jalinan hubungan antar keduanya cukup baik. Untuk itu implementasi program IPST ASARI berjalan dengan baik. Untuk meningkatkan implementasi program, proses pemilahan bisa diterapkan secara bertahap dan baik antara DLH Kota Cilegon dan IPST ASARI yang saling memperhatikan dan melibatkan diri satu sama lain. | ||||||
