Abstract
The COVID-19 pandemic that hit Indonesia caused various kinds of impacts on society, one of which was the crime of theft. Various reasons / causes for someone to steal in this pandemic era make this crime of theft a special concern in Indonesia during this covid-19 pandemic. Identification of the problem in this thesis is how the factors of the crime of theft occurred in the era of the covid-19 pandemic in the city of Serang and how the efforts of law enforcement officers in dealing with the crime of theft that occurred in the era of the Covid-19 pandemic in the city of Serang. The theory used is several theories of the causes of crime in criminology including the theory of economic factors, differential association theory and social control theory, and in this study the researcher also uses the theory of crime prevention. The research method used is normative juridical. The specifications of this study were carried out by descriptive analysis. The data sources used are secondary data sources consisting of primary, secondary and tertiary legal materials. The results of the research in this study are that there are several factors that cause someone to commit the crime of theft. First, the main factor that affects the crime of theft in the era of the covid-19 pandemic is the economic factor, the second supporting factor is an invitation from the closest people, the other three factors. namely the inability of a person to control himself. Then countermeasures in order to reduce the number of crimes that occur in the city of Serang carried out by the Resort Police of the City of Serang, namely pre-emitive, preventive and repressive efforts. Suggestions in this study, researchers hope that the government can open up jobs that have been complained by many people so far, so that it makes people desperate to steal in order to fulfill their daily needs. And for the police to be more maximized in carrying out patrols in order to make the community feel calm and peaceful.

| Additional Information: | Pandemi covid-19 yang melanda di Indonesia menyebabkan berbagai macam dampak kepada masyarakat salah satunya yaitu tindak kejahatan pencurian. Berbagai macam alasan / penyebab seseorang mencuri di era pandemi ini membuat tindak pidana pencurian ini menjadi perhatian khusus di Indonesia pada masa pandemi covid-19 ini. Identifikasi masalah dalam skripsi ini adalah bagaimana faktor-faktor terjadinya tindak pidana pencurian yang terjadi di era pandemi covid-19 di kota serang dan bagaimana upaya aparat penegak hukum dalam menangani tindak pidana pencurian yang terjadi di era pandemi covid-19 di kota serang. Teori yang digunakan yaitu beberapa teori penyebab terjadinya kejahatan dalam kriminologi diantaranya adalah teori faktor ekonomi, teori differential association dan teori kontrol sosial, dan dalam penelitian ini peneliti juga menggunakan teori penanggulangan kejahatan. Metode penelitian yang digunakan yuridis normatif. Spesifikasi penelitian ini dilakukan secara deskriptif analisis. Sumber data yang digunakan sumber data sekunder yang terdiri dari bahan hukum primer, sekunder dan tersier. Hasil penelitian dalam penelitian ini bahwa ada beberapa faktor yang menjadi penyebab seseorang melakukan tindak pidana pencurian pertama faktor utama yang mempengaruhi tindak pidana pencurian di era pandemi covid-19 ini ialah faktor ekonomi, kedua faktor pendukung yaitu ajakan dari orang-orang terdekat, ketiga faktor lainnya yaitu tidak mampunya seseorang dalam mengontrol diri. Kemudian upaya penanggulangan dalam rangka mengurangi angka kriminalitas yang terjadi di kota serang yang dilakukan oleh kepolisian resort serang kota yaitu upaya pre emitif, preventif dan represif. Saran dalam penelitian ini peneliti berharap pemerintah dapat membuka lapangan pekerjaan yang selama ini banyak dikeluhkan oleh masyarakat sehingga membuat orang-orang nekat untuk mencuri demi memenuhi kebutuhan hidup sehari-harinya. Dan bagi aparat kepolisian agar lebih dimaksimalkan lagi dalam menjalankan patroli guna semakin membuat masyarakat merasa tenang dan tentram. | |||||||||
