Abstract
ABSTRACT The government has implemented a new policy, namely the enforcement of restrictions on community activities or PPKM. As an evaluation of the previous handling of Covid-19, PPKM was applied to the handling of Covid-19 at the RT/RW sub-district/village level. Including the Cipocok Jaya District, Serang City, based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the spread of Covid-19 in the Serang City Area. So the author conducted a research on how the implementation of PPKM in Cipocok Jaya District was based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the Spread of Covid-19 in the Serang City Area? and How is the Community Participation of the Cipocok Jaya District in the Implementation of PPKM during the Covid-19 Pandemic based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the Spread of Covid-19 in the Serang City Area? The theory used in this research is the Theory of Legal Awareness and Theory of Law Enforcement. The method used is an empirical juridical research method. The research specification uses descriptive analysis. PPKM at the regional level, especially the Cipocok Jaya District with 8 sub-districts, formed the PPKM Team. Carry out obligations, duties and functions in accordance with the provisions in handling Covid-19 control at the Cipocok Jaya District level. The implementation of the program is carried out as much as possible, but it is not easy just that the Covid-19 virus is still there. The medical personnel needed are still not optimal, some health centers are still overwhelmed and lack of staff. And the cooperation between the government and the community is less than optimal. The PPKM program cannot be said to be maximal. Education and information for the public regarding the handling of Covid-19 has not been perfect. Public awareness of health protocols is also not comprehensive. The formation of regulations is expected to meet the needs of the community. The importance of community involvement in handling Covid-19, community support and participation and all parties for handling Covid-19 control. The Cipocok Jaya District Government is expected to increase literacy in digitizing information handling Covid-19 and be firm in law enforcement handling Covid-19 control. Sebagai evaluasi penanganan Covid-19 yang sebelumnya, PPKM diberlakukan untuk penanganan Covid-19 diterapkan pada tingkat Kelurahan/desa RT/RW. Termasuk Kecamatan Cipocok Jaya Kota Serang berdasarkan Instruksi Walikota Serang Nomor 1 Tahun 2021 Tentang Pemberlakuan Pembatasan Kegiatan Untuk Pengendalian penyebaran Covid-19 di Wilayah Kota Serang. Maka penulis melakukan penelitian terhadap Bagaimana pelaksanaan PPKM di Kecamatan Cipocok Jaya Berdasarkan Instruksi Walikota Serang Nomor 1 Tahun 2021 Tentang Pemberlakuan Pembatasan Kegiatan Untuk Pengendalian Penyebaran Covid-19 di Wilayah Kota Serang? serta Bagaimana Partisipasi Masyarakat Kecamatan Cipocok Jaya Dalam Pelaksanaan PPKM selama Pandemi Covid-19 berdasarkan Instruksi Walikota Serang Nomor 1 Tahun 2021 Tentang Pemberlakuan Pembatasan Kegiatan Untuk Pengendalian Penyebaran Covid-19 di Wilayah Kota Serang? Teori yang digunakan dalam penelitian ini adalah Teori Kesadaran Hukum dan Teori Penegakan Hukum. Metode yang digunakan adalah metode penelitian yuridis empiris. Spesifikasi penelitian menggunakan Deskriptif analisis. PPKM tingkat daerah khususnya Kecamatan Cipocok Jaya dengan 8 kelurahan membentuk Tim PPKM. Menjalankan kewajiban,tugas serta fungsinya sesuai dengan ketentuan dalam penanganan pengendalian Covid-19 di tingkat Kecamatan Cipocok Jaya. Pelaksanaan program dilakukan dengan semaksimal mungkin, namun tidak mudah begitu saja virus Covid-19 masih ada. Tenaga medis yang diperlukan masih belum maksimal, beberapa puskesmas masih kewalahan dan kekurangan petugas. Serta kerja sama antara pemerintah dan masyarakat kurang maksimal. Program PPKM belum bisa dikatakan maksimal. Edukasi serta informasi untuk masyarakat mengenai penanganan Covid-19 belum sempurna. Kesadaran masyarakat terhadap protokol kesehatan juga belum menyeluruh. Pembentukan peraturan diharapkan dapat memenuhi kebutuhan masyarakat. Pentingnya keterlibatan masyarakat dalam penanganan Covid-19,dukungan serta partisipasi masyarakat serta seluruh pihak untuk penanganan pengendalian Covid-19. Pemerintah Kecamatan Cipocok Jaya diharapkan meningkatkan literasi digitalisasi informasi penanganan Covid-19 serta tegas dalam penegakan hukum penanganan pengendalian Covid-19. Masyarakat masih hidup berdampingan dengan Covid-19 di era adaptasi kebiasaan baru. Kata Kunci : PPKM, Penanganan Covid-19, Kecamatan Cipocok Jaya. | |||||||||
