Abstract
This research is motivated by the increasing cases of violence against women and children in Pandeglang Regency, Banten from 2016 to 2022. This study aims to determine the communication strategy of the Office of Women's Empowerment and Child Protection (DPPKBP3A) in preventing acts of violence against women and children. As well as internal and external strategies in preventing acts of violence against women and children. In addition, this study seeks to find the inhibiting and driving factors in implementing the prevention program. The methodology used in this study is descriptive qualitative with the main data sources obtained from interviews and observations. While supporting data is obtained from documents and other supporting data. The analysis technique is determined through a data reduction process. Presentation of data and drawing conclusions. Based on the results of the study, it can be seen that the stages of the communication strategy carried out by the Office of Women's Empowerment and Child Protection (DPPKBP3A) are the stage of identifying the target audience by selecting community leaders, (Pentahelix). This is shown so that later the audience can continue the messages that have been conveyed. The stage of identifying the audience is also carried out by means of a survey. The next stage is the determination of the goals to be achieved by DPPKBP3A, namely the protection of women and children from acts of violence and the fulfillment of 10 children's rights. The message selection stage is carried out by compiling messages related to the Act of Violence, the flow of reporting acts of violence, to punishment for perpetrators of violence. The next stage is the required commitment. In this stage, the Office of Women's Empowerment and Child Protection (DPPKBP3A) conducted socialization, technical guidance and coordination meetings to change the mindset, behavior, and changes in community culture regarding acts of violence. Selection of the right channel (media) is the stage where the Office of Women's Empowerment and Child Protection (DPPKBP3A) uses direct face-to-face channels as the main medium. The communication plan stage of the Office of Women's Empowerment and Child Protection is carried out by making discussions on planning, cooperation and fostering the Integrated Service Center for Women and Children Empowerment P2TP2A, as well as making a schedule of activities. The last stage, namely the evaluation stage carried out by the Office, aims to find out to what extent the success has been obtained.

| Additional Information: | Penelitian ini dilatar belakangi oleh meningkatnya kasus kekerasan terhadap perempuan dan anak di Kabupaten Pandeglang Banten dari tahun 2016 hingga 2022. Penelitian ini bertujuan untuk mengetahui strategi komunikasi dari Dinas Pemberdayaan Perempuan Dan Perlindungan Anak (DPPKBP3A) dalam mencegah tindak kekerasan terhadap perempuan dan anak. Serta strategi internal dan external dalam mencegah tindak kekerasan terhadap perempuan dan anak. Selain itu penelitian ini berusaha menemukan faktor penghambat serta pendorong dalam melaksanakan program pencegahan tersebut. Metodologi yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan sumber data utama yang diperoleh dari wawancara dan observasi. Sedangkan data pendukung diperoleh dari dokumen-dokumen dan data pendukung lainnya. Teknik Analisa ditentukan melalui proses reduksi data. Penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian dapat diketaui tahapan startegi komunikasi yang dilakukan oleh Dinas Pemberdayaan Perempuan Dan Perlindungan Anak (DPPKBP3A) yaitu tahap identifikasi terget khalayak dengan memilih tokoh masyarakat, (Pentahelix). Hal ini ditunjukan agar nantinya khalayak tersebut dapat meneruskan Kembali pesan-pesan yang telah disampaikan. Tahap mengidentifiaksi khalayak juga dilakukan dengan cara survey tahap berikutnya adalah penetapan tujuan yang ingin dicapai oleh DPPKBP3A yaitu terlindungnya perempuan dan anak-anak dari tindak kekerasan serta terpenuhinya 10 hak anak. Tahap pemilihan pesan dilakukan dengan Menyusun pesan yang berkaitan dengan Undang-Undang kekerasan, alur pelaporan tindak kekerasan, hingga hukuman bagi para pelaku kekerasan. Tahap selanjutnya yaitu komitmen yang diperlukan. Dalam tahap ini Dinas Pemberdayaan Perempuan Dan Perlindungan Anak (DPPKBP3A) melakukan sosialisasi, Bimtek dan Rakoor untuk merubah pola pikir, perilaku, dan perubahan budaya masyarakat mengenai tindak kekerasan. Pemilihan saluran (media) yang tepat merupakan tahap dimana Dinas Pemberdayaan Perempuan Dan Perlindungan Anak (DPPKBP3A) menggunakan saluran tatap muka langsung sebagai media utamanya. Tahap rencana komunikasi Dinas Pemberdayaan Perempuan Dan Perlindungan Anak dilakukan dengan cara membuat pembahasan perencanaan, Kerjasama dan pembinaan Pusat Pelayanan Terpadu Pemberdayaan Perempuan Dan Anak P2TP2A, serta pembuatan jadwal kegiatan. Tahap terakhir yaitu tahap evaluasi yang dilakukan oleh Dinas ini bertujuan untuk mengetahui sampai sejauh mana keberhasilan yang diperoleh. | |||||||||
