Abstract

ABSTRAK Dika Abubakar Sidiq. NIM. 6670150074. Skripsi. Strategi Mitigasi Bencana Banjir oleh Pemerintah Kota Bekasi pada Tahun 2017-2020. Pembimbing: Anis Fuad, S.Sos., M.Si. Sebagai Negara yang rawan terhadap bencana alam, salah satunya bencana banjir. Pemerintah pusat dan pemerintah daerah mempunyai kewajiban dan tanggung jawab dalam mengantisipasi sebelum bencana, saat bencana dan setelah terjadinya bencana yaitu mitigasi bencana, tanggap darurat dan rehabilitasi serta rekonstruksi. Penelitian ini dilatarbelakangi oleh bencana banjir yang sering kali terjadi di Kota Bekasi setiap tahunnya. Tujuan penelitian adalah untuk mengetahui strategi mitigasi bencana banjir yang dilakukan oleh Pemerintah Kota Bekasi. Penelitian ini dilandasi oleh teori strategi dan mitigasi bencana. Metode penelitian yang digunakan yaitu kualitatif. Teknik yang digunakan yaitu wawancara, observasi dan studi Pustaka. Informan penelitian ini adalah petugas BPBD, Dinas Tata Ruang dan Komunitas Peduli Banjir (Kompi 887) serta masyarakat (korban bencana) Kota Bekasi. Analasis data yang digunakan dengan proses reduksi data, penyadian data dan menarik kesimpulan. Hasil penelitian menunjukan bahwa strategi mitigasi bencana Pemerintah Kota Bekasi belum berjalan dengan baik karena pada tahap-tahap: tahap pra bencana dalam hal mitigasi bencana belum berjalan dengan baik hanya pada tahap tanggap darurat pada saat kejadian bencana dan respon yang sudah berjalan dengan baik. Hasil tersebut diperkuat dengan: belum dilakukannya proyek normalisasi sungai, pengadaan ruang terbuka hijau atau lahan resapan air, pengadaan drainase dan belum adanya anggaran. Saran yang diberikan yaitu: memperbaiki kembali sistem drainase yang sudah tidak berfungsi optimal dan juga penyediaan drainase yang baru, pembangunan tanggul permanen, penyediaan ruang terbuka hijau untuk lahan resapan air serta segera mengupayakan normalisasi sungai-sungai kali Bekasi. The central government and local government have obligations and responsibilities in anticipating before a disaster, during a disaster and after a disaster, namely disaster mitigation, emergency response and rehabilitation and reconstruction. This research is motivated by floods that often occur in Bekasi Minicipal every year. The purpose of the study was to determine the flood disaster mitigation strategy carried out by the Bekasi Minicipal Government. This research is based on the theory of strategy and disaster mitigation. The research method used is qualitative. The techniques used are interviews, observations and library studies. The informants of this study were BPBD officers, Spatial Planning Service and Flood Care Community (Kompi 887) and the community (disaster victim) of Bekasi Minicipal. Analysis of the data used with the process of data reduction, data encording and drawing conclusions. The result show that the Bekasi Minicipal Governments disaster mitigation strategy has not gone well because in the pre-disaster stage when a disaster occurs and the response has been going well. These results are reinforced by: the river normalization project has not yet been carried out, procurement of green open space or water catchment areas, provision of drainage and the absence of a budget. The suggestions given are: repairing drainage systems that are no longer functioning optimally and also providing new drainage, construction of permanent embankments, providing green open space for air catchment areas and immediately, seeking to normalize Bekasi rivers.
