Bela negara merupakan konsep yang telah tersusun oleh perangkat perundangan dan para petinggi negara. Bela negara dapat dilakukan secara fisik maupun non fisik. Ada beberapa alasan negara perlu dibela oleh warga negaranya. Program bela negara menuai pro dan kontra dalam masyarakat. Mencegah tumpang tindihnya Program Bela Negara, Presiden Joko Widodo menerbitkan Inpres No.7 Tahun 2018 Tentang Rencana Aksi Nasional Bela Negara Tahun 2018-2019. Menteri Dalam Negeri menyerukan kepada seluruh jajaran Pemerintah Provinsi agar melaksanakan dan mendukung penuh pelaksanaan aksi ini. Peneliti melihat upaya dan hasil dari implementasi Inpres No.7 Tahun 2018 Tentang Rencana Aksi Nasional Bela Negara Tahun 2018-2019 di Provinsi Banten. Dalam penelitian ini menggunakan teori dari Van Meter dan Van Horn yang menyebutkan bahwa kinerja implementasi kebijakan dipengaruhi oleh lima variable. Penelitian ini menggunakan metodologi penelitian deskriptif dengan pendekatan kualitatif. Pada penelitian ini studi kasus pada program Kegiatan Peningkatan Kesadaran Bela Negara Tahun 2019 di Provinsi Banten. Penelitian ini membahas pelaksanaan Kegiatan Peningkatan Kesadaran Bela Negara Angkatan I dan II tahun 2019 yang dilaksanakan oleh Badan Kesatuan Bangsa dan Politik Provinsi Banten. Proses yang dimulai dari tahap perencanaan program hingga tahap pelaksanaan program. Dalam pembahasan ini, peneliti menganalisis data menggunakan lima variabel implementasi kebijakan yakni kondisi sosial ekonomi politik, standar dan sasaran kebijakan, komunikasi antar organisasi dan penguatan kegiatan, karakter biro pelaksana, dan sumber daya. Kegiatan yang telah berjalan antusias dihadiri oleh 100 siswa di Kota Cilegon dan Kabupaten Pandeglang, menghadirkan pemateri yang berasal dari Badan Kesatuan Bangsa dan Politik Provinsi Banten dan beberapa pemateri dari KODIM 0623 Cilegon, Badan Kesatuan Bangsa dan Politik Kota Cilegon, Kepala Sekolah CMBBS Pandeglang dan Pakar. Implementation of Presidential Instruction No.7 of 2018 concerning the National Action Plan for State Defense for 2018-2019 (Study of Activities to Increase State Defense Awareness for the Class of 2019 in Banten Province). State defense is a concept that has been compiled by statutory instruments and state officials. State defense can be done physically or non physically. There are several reasons the state needs to be defended by its citizens. The state defense program reaps pros and cons in society. To prevent the overlapping of the State Defense Program, President Joko Widodo issued Presidential Instruction No.7 of 2018 concerning the 2018-2019 National Defense Action Plan. The Minister of Home Affairs calls on all levels of the Provincial Government to carry out and fully support the implementation of this action. Researchers saw the efforts and results of the implementation of Presidential Instruction No.7 of 2018 concerning the 2018-2019 National Action Plan for State Defense in Banten Province. This study uses the theory of Van Meter and Van Horn which states that the performance of policy implementation is influenced by five variables. This study uses a descriptive research methodology with a qualitative approach. In this research, a case study on the 2019 State Defense Awareness Raising Program in Banten Province. This research discusses the implementation of the 2019 Batch I and II State Defense Awareness Raising Activities carried out by the Banten Province Political and National Unity Agency. The process starts from the program planning stage to the program implementation stage. In this discussion, the researcher analyzed the data using five policy implementation variables, namely socio-economic conditions, policy standards and targets, communication between organizations and activity strengthening, the character of the implementing agency, and resources. The activity that has been running enthusiastically was attended by 100 students in Cilegon City and Pandeglang Regency, presenting speakers from the Banten Province National and Political Unity Agency and several presenters from KODIM 0623 Cilegon, Cilegon City Political and National Unity Agency, Head of School of CMBBS Pandeglang and Experts.
