Fokus penelitian ini adalah Implementasi Peraturan Daerah Provinsi Banten No 2 Tahun 2016 Tentang Pemberdayaan, Pengembangan dan Perlindungan Koperasi dan Usaha Kecil (Studi Kasus Pemberdayaan Usaha Kecil di Kecamatan Baros Kabupaten Serang). Masalah yang di identifikasi oleh peneliti dalam penelitian ini adalah pelatihan dan pendampingan yang dilakukan oleh Dinas Koperasi, Usaha Kecil dan Menengah Provinsi Banten kepada pelaku usaha kecil belum optimal, sosialisasi yang dilakukan oleh Dinas Koperasi, Usaha Kecil dan Menengah Provinsi Banten belum efektif karena masih banyak para pelaku usaha kecil yang belum memiliki perizinan usaha dan sertifikat halal, Fasilitas yang disediakan oleh Dinas Koperasi, Usaha Kecil dan Menengah Provinsi Banten kurang memadai pada sarana promosi. Tujuan penelitian ini untuk mengetahui tentang Implementasi Peraturan Daerah Provinsi Banten Nomor 2 Tahun 2016 Tentang Pemberdayaan, Pengembangan dan Perlindungan Koperasi dan Usaha Kecil (Studi Kasus Pemberdayaan Usaha Kecil di Kecamatan Baros Kabupaten Serang). Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Penelitian ini menggunakan teori Van Meter dan Van Horn dalam Implementasi Kebijakan yaitu: Ukuran dan Tujuan Kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/kecenderungan para pelaksana, komunikasi antar organisasi dan aktivitas pelaksana, lingkungan ekonomi, sosial, dan politik. Hasil penelitian ini menunjukan bahwa Implementasi Peraturan Daerah Provinsi Banten Nomor 2 Tahun 2016 Tentang Pemberdayaan, Pengembangan, dan Perlindungan Koperasi dan Usaha Kecil di Kecamatan Baros dinilai dalam pelaksanaannya belum berjalan secara optimal. Hal ini dikarenakan masih terdapat beberapa kekurangan dalam pemberdayaan usaha kecil dalam bentuk pemberian pelatihan, pendampingan yang belum maksimal serta sarana promosi yang kurang memadai. The focus of this research is the implementation of Banten Province Regional Regulation No. 2 of 2016 concerning Empowerment, Development and Protection of Cooperatives and Small Businesses (Case Study of Small Business Empowerment in Baros District, Serang Regency). The problems identified by the researchers in this study were that the training and assistance carried out by the Office of Cooperatives, Small and Medium Enterprises of Banten Province to small business actors had not been optimal, the socialization carried out by the Office of Cooperatives, Small and Medium Enterprises of Banten Province had not been effective because there were still many small business actors who do not have business licenses and halal certificates, the facilities provided by the Office of Cooperatives, Small and Medium Enterprises of Banten Province are inadequate in promotional facilities. The purpose of this study was to find out about the implementation of Banten Province Regional Regulation Number 2 of 2016 concerning Empowerment, Development and Protection of Cooperatives and Small Businesses (Case Study of Small Business Empowerment in Baros District, Serang Regency). The method used in this research is descriptive qualitative. This study uses the theory of Van Meter and Van Horn in Policy Implementation, namely: Policy Size and Objectives, resources, characteristics of implementing agents, attitudes/tendencies of implementers, communication between organizations and implementing activities, economic, social, and political environment. The results of this study indicate that the implementation of the Banten Province Regional Regulation Number 2 of 2016 concerning the Empowerment, Development, and Protection of Cooperatives and Small Businesses in Baros District is considered to have not run optimally. This is because there are still some shortcomings in empowering small businesses in the form of providing training, mentoring that has not been maximized and inadequate promotional facilities.
