Abstract

Evaluasi Implementasi Kebijakan Pengembangan Kabupaten/Kota Layak Anak (KLA) Klaster Lingkungan Keluarga dan Pengasuhan Alternatif Di Kota Administrasi Jakarta Barat. Program Studi Administrasi Publik. Fakultas Ilmu Sosial dan Ilmu Politik. Pembimbing I: Dr. Gandung Ismanto, MM. dan Pembimbing II: Dr. Agus Sjafari, M.Si. Pemenuhan hak-hak anak harus dilakukan oleh pemerintah dalam rangka pembangunan dan perlindungan anak di masa depan. Permasalahan pada penelitian yakni masih terbatasnya tenaga ahli yang dapat memberikan pemahaman mengenai kesehatan reproduksi dan mental, serta kesetaraan dan keadilan gender, selain itu masi terbatasnya pemahaman dari lembaga-lembaga pendukung mengenai pembagian kebijakan disetiap klasternya. Tujuan penelitian ini untuk mengetahui hasil dari Evaluasi Implementasi Kebijakan Pengembangan Kabupaten/Kota Layak Anak (KLA) Klaster Lingkungan Keluarga dan Pengasuhan Alternatif di Kota Administrasi Jakarta Barat. Teori yang digunakan adalah model evaluasi Daniel Stufflebeam, yaiitu CIPP (Context, Input, Process, dan Product) dengan menggunakan metode pendekatan kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa secara umum sudah berjalan baik, serta sudah banyak tempat umum atau fasilitas umum yang menyediakan fasilitas ramah anak dan mudah diakses untuk anak serta ruang publik yang dapat digunakan untuk anak dapat belajar sambil bermain. Meskipun demikian masih terdapat beberapa kendala seperti terbatasnya tenaga ahli yang dapat memberikan pemahaman mengenai kesehatan reproduksi dan mental, serta kesetaraan gender. Saran yang dapat diberikan yaitu diharapkan ada penambahan Pos Pelayanan untuk konsultasi masalah anak yang dapat meminimalisir pelanggaran hak-hak anak dan kekerasan pada anak. The fulfillment of children’s rights should be do by the Government in the context of the development and protection of children in the future.The problem of this research are there still restricted experts who can provide an understanding of reproductive and mental health, and gender equality and justice,In addition, there is still limited understanding from supporting institutions regarding the policies in each cluster.The purpose of this study was to determine the results of the Evaluation of the Implementation of Child Friendly District/City Development Policies for Family Environment and Alternative Parenting Cluster in the West Jakarta Administrative City.The theory used of this reaserch is Daniel Stufflebeam's evaluation model, namely CIPP (Context, Input, Process, and Product) by using a descriptive qualitative methode. The result of this study indicate in general its been going well. its because children's rights are increasingly respected in the society,and there are many public places or public facilities that provide child-friendly and easily accessible facilities for children as well as public spaces that can be used for children to learn while played. however there still restricted experts who can provide an understanding of reproductive and mental health, and gender equality. Suggestions that can be given it is hoped that there will be additional Service Posts for consultation on children's problems which can minimize violations of children's rights and violence against children.
