Berdasarkan latar belakang masalah, peneliti memfokuskan penelitian ini pada evaluasi pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Tangerang. Permasalahan dalam penelitian ini adalah tidak tercapainya target realisasi di beberapa wilayah kelurahan di Kota Tangerang, masih ditemukannya pungutan untuk biaya tambahan yang dibebankan kepada masyarakat, serta prosedur yang masih belum bisa dipenuhi oleh masyarakat dikarenakan singkatnya jarak waktu sosialisasi hingga batas proses pengumpulan berkas. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Tangerang. Teori yang digunakan adalah teori William Dunn, bahwasanya untuk menilai evaluasi kebijakan dibutuhkan kriteria diantaranya adalah: beberapa kriteria diantaranya adalah : efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif. Hasil dari penelitian ini menunjukkan bahwa implementasi Program Pendaftaran Tanah Sistematis Lengkap belum berjalan secara optimal terutama dalam hal pencapaian target tahunan yang masih belum tercapai dan pemilihan kelurahan sebagai lokasi pelaksanaan yang masih belum merata. selain itu, waktu pelaksanaan yang terbatas masih menjadi hambatan dalam pencapaian target yang juga mengakibatkan terjadinya resiko kesalahan dalam proses pengukuran maupun penerbitan sertifikat. Hal lain yang masih menjadi masalah adalah masih adanya beberapa kelurahan yang membebankan biaya pembuatan sertifikat dalam program PTSL yang seharusnya sudah ditanggung oleh APBN. Oleh karena itu, BPN perlu mengevaluasi kembali untuk pemilihan kelurahan di tahun mendatang agar program dapat lebih merata, selain itu, perencanaan program terutama di tingkat kelurahan harus lebih dipersiapkan agar kelurahan dan masyarakat tidak mengalami kesulitan dalam pengumpulan persyaratan yang masih banyak ditemukan masalah. Based on the background of the problem, researcher focused this study on the evaluation of the implementation of Complete Systematic Land Registration (PTSL) in Tangerang City. The problem in this study is non-achievement of the realization target in some village areas in Tangerang City, still the discovery of levies for additional costs charged to the community, as well as procedures that still cannot be met by the community due to the short distance of socialization time to the limits of the file collection process. The purpose of this study is to evaluate the implementation of the Complete Systematic Land Registration (PTSL) program in Tangerang City. The theory used is the theory of William Dunn, that to assess policy evaluation required criteria including: several criteria including: effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The method used in this study is qualitatively descriptive. The results of this study show that the implementation of the Complete Systematic Land Registration Program has not run optimally, especially in terms of achieving annual targets that have not been achieved and the selection of villages as the location of implementation that is still uneven. In addition, limited implementation time is still an obstacle in achieving targets that also result in the risk of errors in the measurement process and issuance of certificates. Another thing that is still a problem is that there are still some villages that charge the cost of making certificates in PTSL programs that should have been borne by the state budget. Therefore, BPN needs to reevaluate for village selection in the coming year so that the program can be more evenly distributed, in addition, program planning, especially at the village level, must be better prepared so that the village and the community do not have difficulty in collecting requirements that are still widely found problems.
