Abstract

Implementasi Peraturan Daerah Kota Serang No 2 Tahun 2010 Tentang Pencegahan, Pemberantasan, dan Penanggulangan Penyakit Masyarakat dalam Studi Pemberantasan Minuman Beralkohol. Program Studi Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sutan Ageng Tirtayasa. Dosen Pembimbing I: Dr. Titi Stiawati., S.Sos., M.Si, Dosen Pembimbing II: Gilang Ramadhan, M.A Pemerintah Daerah Kota Serang menerbitkan Peraturan Daerah Kota Serang No 2 Tahun 2010 Tentang Pencegahan, Pemberantasan, dan Penanggulangan Penyakit Masyarakat di wilayah Kota Serang. Peraturan ini dibentuk karena sebagaimana Kota Serang merupakan gerbang masuk banten kedua dari arah barat yaitu pulau Sumatera dan dari arah timur yaitu Kota Tangerang, dengan demikian pemerintah Kota Serang membuat kebijakan agar masyarakat tidak terbawa arus zaman, sebagaimana Kota Serang yang memiliki Motto Madani maka pemerintah harus bisa menjaga motto itu dengan baik. Tidak hanya sampai disitu saja peneliti juga melihat dampak buruknya aktivitas penyebaran minuman beralkohol ini mulai mengancam nilai, budaya, dan generasi muda Kota Serang. Berangkat dari latar belakang tersebut peneliti memfokuskan bagaimana selayaknya perda tersebut menjadi landasan hukum yang efektif untuk mencegahan, memberantas, dan menanggulangi penyebaran minuman beralkohol ini. Tujuan dari penelitian ini untuk mendapatkan pengetahuan terkait implementasi Perda Kota Serang No 2 Tahun 2010, dan mencari tahu kenapa masih maraknya penyebaran minuman beralkohol di Kota Serang. Metode yang digunakan dalam penelitian kali ini yaitu deskriptif kualitatif yang berfokus kepada implementasi Perda Kota Serang No 2 Tahun 2010. Peneliti menggunakan teknik pengumpulan data dengan metode wawancara. Dari hasil penelitian ini bagaimana peneliti melihat dengan teori Edward III ternyata masih banyak yang kurang maksimal dikerjakan oleh pihak eksekutor kebijakan seperti, komunikasi yang tidak lancar, sumber daya yang masih kurang, disposisi yang tidak ada, dan struktur birokrasi yang masih minim. Maka peneliti dapat menyimpulkan Implementasi Perda Kota Serang No 2 Tahun 2010 dalam Pemberantasan Minuman Beralkohol tidak berjalan dengan baik. This regulation was formed because as Serang City is the second entrance gate to offerings from the west, namely the island of Sumatra and from the east, namely the City of Tangerang, thus the Serang City government makes a policy so that the community is not carried away by the times, as Serang City has a Motto of Madani. can keep that motto well. Not only that, the researchers also saw the negative impact of the activity of spreading alcoholic drinks which began to threaten the values, culture, and the young generation of Serang City. Departing from this background, the researchers focused on how the perda should be an effective legal basis to prevent, eradicate and cope with the spread of this alcoholic beverage. The purpose of this research is to gain knowledge related to the implementation of Perda Kota Serang No. 2/2010, and to find out why the widespread spread of alcoholic beverages in Serang City. The method used in this research is descriptive qualitative which focuses on the implementation of Perda Kota Serang No. 2/2010. Researchers used data collection techniques with the interview method. From the results of this study, how researchers see Edward III's theory, it turns out that there are still many things that are not maximally done by policy executors such as, communication is not smooth, lacking resources, non-existent dispositions, and minimal bureaucratic structures. So the researchers can conclude that the implementation of Serang City Regulation No. 2/2010 in the Eradication of Alcoholic Drinks is not going well.
