Abstract

PT.X is a subsidiary of PT. Y industry which concern on property industry including industrial land, factory building, and warehouse-scale national standards. PT.X early 2014 to restructure the organization to become a leading national property. Organizational restructuring process carried out by the job analysis stage, interviews with incumbent supervisor and consensus with the parties involved, it is intended that the activities on target. The study was conducted to continue the process of restructuring the organization with evaluate positions which is examined in the Directorate of Human Resources and Finance through the Hay System approach and weighting factors based on the Analytical Hierarchy Process (AHP). Criteria weighting the Hay System Know-How, Problem Solving and Accountability. At the Section Chief level positions (Supervisor / First Expert) in the Directorate of Human Resources and Finance. Based on the research that has been conducted, it was concluded that the results of the weighting criteria Hay System, the highest weight is on criteria Accountability amounted to 44.2%, further criteria for Problem Solving) 30.1%, and the criteria Know-How amounting to 25.8%. While the results of Hay weighting system for each criterion is 21.3% Impact sub-criteria, subcriteria Fredom To Act by 18.2%, sub Thinking Challenge of 14.5%, 13.7% Magnitude sub-criteria, sub-criteria Breadth of Management 12.4%, sub Thinking Environment of 11.9%, subcriteria Human Relations Skills by 4.8%, subcriteria Technical Know-How of 3.2%. The results of the job evaluation obtained the highest Grade is Grade 9 at positions Group Financial Statements, the Group HR Development, and the First Expert Financing & Management of Funds, then Grade 10 at the office of Organization & Human Resources Planning Group, Group Activities Subsidiaries & Joint Ventures, First Expert Procurement , Group Tax, Insurance, & Invoice, Knowledge Management Group, Public, and Verification Group, and Grade 11 in the office of the Group Management Accounting, Remuneration First Expert, First Expert Procurement and Administration & Information.

Additional Information: PT.X merupakan anak perusahaan PT.Y yang bergerak di bidang properti industri meliputi lahan industri, bangunan pabrik, dan gudang berskala standar nasional. Awal tahun 2014 PT.X melakukan restrukturisasi organisasi untuk menjadi pemain properti nasional yang terkemuka. Proses restrukturisasi organisasi dilakukan dengan tahap analisis jabatan, wawancara dengan atasan pemegang jabatan dan konsensus dengan pihak terkait, hal ini bertujuan agar kegiatan tepat sasaran. Penelitian dilakukan untuk melanjutkan proses restrukturisasi organisasi dengan mengevaluasi jabatan yang diteliti pada Direktorat SDM & Keuangan melalui pendekatan Hay Sistem dan pembobotan faktor berdasarkan Analitical Hierarchy Process (AHP). Kriteria pembobotan Hay Sistem yaitu Know-How, Problem Solving dan Accountability. Pada jabatan setingkat Kepala Seksi (Supervisor/ Ahli Pertama) di Direktorat SDM & Keuangan. Berdasarkan hasil penelitian yang telah dilakukan, didapatkan kesimpulan bahwa: Hasil pembobotan kriteria Hay Sistem yaitu, bobot tertinggi ada pada kriteria Tanggung Jawab (Accountability) sebesar 44,2%, selanjutnya kriteria Penyelesaian Masalah (Problem Solving) 30,1%, dan kriteria Pengetahuan Kerja (Know-How), sebesar 25,8%. Sedangkan Hasil pembobotan Hay Sistem pada masing-masing kriteria adalah subkriteria Impact sebesar 21,3%, subkriteria Fredom To Act sebesar 18,2%, subkriteria Thinking Challenge sebesar 14,5%, subkriteria Magnitude sebesar 13,7%, subkriteria Management Breadth sebesar 12,4%, subkriteria Thinking Environment sebesar 11,9%, subkriteria Human Relation Skill sebesar 4,8%, subkriteria Technical Know-How sebesar 3,2%. Hasil dari evaluasi jabatan Grade tertinggi diperoleh Grade 9 pada jabatan Grup Laporan Keuangan, Grup Pengembangan SDM, dan Ahli Pertama Pendanaan & Pengelolaan Dana, selanjutnya Grade 10 pada jabatan Grup Perencanaan Organisasi & SDM, Grup Kegiatan Anak Perusahaan & Perusahaan Patungan, Ahli Pertama Pengadaan Jasa, Grup Pajak,Asuransi, & Faktur, Grup Knowledge Management, Umum, dan Grup Verifikasi, dan Grade 11 pada jabatan Grup Akuntansi Manajemen, Ahli Pertama Remunerasi, Ahli Pertama Pengadaan Barang dan Administrasi & Informasi.
