Abstract

Human development is a process to expand choices for residents. When referring to these terms, the population has become the ultimate goal of development. Human development index in Banten province is relatively low compared to other areas on the Java island, even ranks 23rd nationally. This study aims to determine how the influence of economic growth, government spending as measured from the education and health sectors, and unemployment on the human development index. The analysis method used in this research is use panel data regression analysis of fixed effects model (FEM). The results of this study indicate that partial economic growth does not significantly affect the HDI but has a positive relationship. Government spending significantly affect the HDI and have a positive relationship. While unemployment has a negative relationship and influence significantly to HDI. And all over variable economic growth, government spending, and unemployment has significant effect on the HDI. The coefficient of determination show great value in explaining the effect of the relationship between the independent variable on the dependent variable

Pembangunan Manusia adalah suatu proses untuk memperluas pilihan�pilihan bagi penduduk. Jika mengacu pada pengertian tersebut, maka penduduk menjadi tujuan akhir dari pembangunan. Indeks pembangunan manusia di Provinsi Banten tergolong rendah apabila dibandingkan dengan daerah lainnya di pulau Jawa, bahkan menempati urutan ke-23 secara nasional. Penelitian ini bertujuan untuk mengetahui bagaimana pengaruh pertumbuhan ekonomi, pengeluaran pemerintah yang diukur dari sektor pendidikan dan kesehatan, dan pengangguran terhadap indeks pembangunan manusia. Metode analisis yang digunakan dalam penelitian ini adalah menggunakan analisis regresi data panel model efek tetap (FEM). Hasil penelitian ini menunjukkan bahwa secara parsial pertumbuhan ekonomi tidak berpengaruh secara signifikan terhadap IPM tetapi memiliki hubungan yang positif. Pengeluaran pemerintah berpengaruh secara signifikan terhadap IPM dan memiliki hubungan yang positif. Sedangkan pengangguran memiliki hubungan yang negatif dan berpengaruh secara signifikan tehadap IPM. Dan secara bersama-sama variabel pertumbuhan ekonomi, pengeluaran pemerintah, dan pengangguran berpengaruh signifikan terhadap IPM. Koefisien determinasi menunjukkan nilai yang besar dalam menjelaskan pengaruh hubungan antara variabel independen terhadap variabel dependen.
