Abstract
Dewi Apriningtyas. NIM 062376. Skripsi. Implementasi Dana Bantuan Operasional Sekolah (BOS) di tingkat Sekolah Dasar (SD) Se-Kecamatan Balaraja tahun 2009. Kata kunci : Implementasi dana BOS Fokus penelitian ini adalah Implementasi Dana Bantuan Operasional Sekolah (BOS) di Tingkat Sekolah Dasar (SD) Se-Kecamatan Balaraja tahun 2009. Program BOS merupakan wujud kepedulian pemerintah yang menyediakan bantuan bagi sekolah untuk meringankan beban siswa, terutama untuk siswa yang kurang mampu agar dapat menempuh pendidikan wajib belajar sembilan tahun. Tujuan penelitian ini untuk mengetahui bagaimana implementasi dana bantuan operasioanal sekolah (BOS) di tingkat sekolah dasar se-kecamatan balaraja tahun 2009. Metode yang digunakan adalah kuantitatif deskriptif. Populasi dalam penelitian ini adalah 29 Sekolah Dasar, yang terdiri dari kepala sekolah, bendahara, komite, dan perwakilan satu orang tua siswa dari tiap sekolah. Sehingga sampel pada penelitian ini berjumlah 116 dikurangi 7 kepala sekolah yang merangkap. Dengan demikian sampel pada penelitian ini berjumlah 109 responden. Teknik pengambilan sampelnya adalah dengan menggunakan sampling jenuh. Teori yang digunakan adalah teori yang diungkapkan Grindle mengenai implementasi kebijakan yang terdiri dari dua dimensi yaitu content of policy (isi kebijakan) dan context of policy (konteks kebijakan). Dalam mengumpulkan data dengan cara menyebarkan kuesioner. Untuk menganalisa data menggunakan uji hipotesis t-test satu sampel uji pihak kiri. Hasil perhitungannya diperoleh t-hitung lebih basar dari t-tabel (25,525 > 1,659) dan didukung dari hasil yang dicapai 78,9 % dari nilai yang di hipotesiskan 65 %. Ini berarti bahwa implementasi dana bantuan operasioanl sekolah (BOS) di tingkat sekolah dasar (SD) se-Kecamatan Balaraja sudah berjalan dengan baik. Karena para pelaksana program BOS di sekolah dasar memiliki kesatuan informasi yang tinggi, sehingga satu sama lain saling mendukung dalam melaksanakan program BOS di sekolah. Hal tersebut dapat dilihat dari dua dimensi yaitu dimensi isi kebijakan (content of policy), dan dimensi konteks kebijakan (context of policy). Dimana masing masing dimensi memiliki tingkat keberhasilan sebesar 83,9% untuk dimensi isi kebijakan, dan 66,2% untuk dimensi konteks kebijakan. Dengan demikian dari pelaksanaan program BOS yang sudah baik, maka para pelaksana program BOS harus mempertahankan kesatuan informasi yang sudah terjalin dengan baik.

BOS program is a form of government concern which provides assistance to schools to ease the burden on students, especially for students who are less able to travel to nine-year compulsory education. The purpose of this study to find out how the implementation of school operational funds (BOS) at the elementary level a sub-district in 2009 Balaraja. The method used is quantitative descriptive. The population in this study are 29 primary schools, which consists of principals, treasurers, committees, and representatives of parents of students from each school. So the sample in this study amounted to 116 minus seven principals who doubles. Thus the sample in this study amounted to 109 respondents. Sample collection technique is to use a saturated sampling. The theory used is the theory expressed Grindle regarding policy implementation that consists of two dimensions of the content of policy (policy content) and context of policy (policy context). In collecting data by distributing questionnaires. To analyze the data using hypothesis testing one sample t-test test-left party. The result of the calculation is obtained by t-basar count more than t-table (25.525> 1.659) and supported from the results achieved 78.9% of the value of the hypothesized 65%. This means that the implementation of school grants operasioanl (BOS) at the elementary level (SD) after sub Balaraja been running well. Because the BOS program managers in primary schools have a higher unity of information, so that each other mutual support in implementing programs in schools BOS. This can be seen from the two dimensions of policy-dimensional content (content of policy), and the dimensions of the policy context (context of policy). Where each dimension has a success rate of 83.9% to dimensions of policy content, and 66.2% for the dimension of the policy context. Thus the implementation of the BOS program has been good, then the BOS program managers must maintain the unity of the information that has been well maintained. |
