Abstract

Segitiga Strategis Program Kirab Pemuda dalam Rangka Meningkatkan Persatuan dan Penghormatan Terhadap Pluralisme di Kementerian Pemuda dan Olahraga Republik Indonesia. Pembimbing I: Dr. Ayuning Budiati, MPPM dan Pembimbing II: Riswanda, Ph.D Program Kirab Pemuda merupakan program kreatif dari Kementerian Pemuda dan Olahraga yang hadir sebagai respon terhadap isu-isu perpecahan yang kala itu sedang marak terjadi,mulai dari isu sara, radikalisme dan politik. Peneliti akan mencoba untuk menggambarkan perumusan strategi dengan teori segitiga strategis Mark Moore. Dalam penelitian ini peneliti akan mencoba menggambarkan pertimbangan-pertimbangan yang dilakukan seorang manajer publik dalam membuat sebuah program. Metode yang akan peneliti gunakan ialah metodologi penelitian kualitatif deskriptif. Adapun analisis data yang akan peneliti gunakan ialah dengan prosedur reduksi data, penyajian data, dan menarik kesimpulan yang dikemukakan oleh Matthew B. Milles dan Michael Huberman. Hasil penelitian ini adalah bahwa pertimbangan yang dilakukan oleh Kementerian Pemuda dan Olahraga Republik Indonesia belum lengkap terutama pada keterlibatan organisasi kepemudaan pada penyusunan strategi program dan survei lokasi pelaksanaan program. Kendati begitu, secara keseluruhan program Kirab Pemuda tetap terlaksana dengan cukup baik karena kecermatan dari Asisten Deputi Peningkatan Kreativitas Pemuda dalam penempatan pegawai. Kata Kunci : Strategi, Program Kirab Pemuda, Pemuda, Persatuan, dan Pluralisme.

Strategic Triangle of Youth’s March Program in Order to Improve Unity and Respect for Pluralism in Ministry of Youth and Sports of the Republic of Indonesia. Advicer I: Dr. Ayuning Budiati, MPPM dan Advicer II: Riswanda, Ph.D The Youth’s March program is a creative program from the Ministry of Youth and Sports, which was present in response to issues of disintegration that are now rife, ranging from ERRC, radicalism and politics. The researcher will try to illustrate the formulation of strategy with Mark Moore's strategic triangle theory. In this research, the researcher will try to describe the considerations made by a public manager in making a program. The method that will be used by researcher is descriptive qualitative research methodology. The data analysis that researchers will use is include data reduction procedures, data presentation, and draw conclusions proposed by Matthew B. Milles and Michael Huberman. The results of this study are that the considerations undertaken by the Ministry of Youth and Sports of the Republic of Indonesia are not yet complete, especially on the involvement of youth organizations in the preparation of program strategy and site survey of program implementation. Nevertheless, the overall Youth’s March program remains well done due to the accuracy of the Deputy Assistant for the Improvement of Youth Creativity in the placement of employees.
