Abstract

ABSTRAK Nida Hayatul Jannah. NIM 6661160061. Implementasi Program Pengembangan dan Manajamen Irigasi Partisipatif Terintegrasi di Kecamatan PulosariKabupaten Pandeglang. Program Studi Ilmu Administrasi Publik. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I Dr. Ipah Ema Jumiati, S.IP., M.Si. Dosen Pembimbing II Dr. H. Agus Sjafari, S.Sos., M.Si. Indonesia sebagai negara agraris menjadikan sektor pertanian sebagai salah satu sektor unggulan yang mampu diandalkan dalam mendukung pertumbuhan ekonomi dan menjaga kestabilan ketahanan pangan nasional. Melalui program besar Nawacita, salah satunya memprioritaskan kebijakan dalam hal irigasi untuk mendukung ketahanan pangan, dengan melakukan pembangunan berkelanjutan, serta meningkatkan distribusi yang dapat dilakukan dalam bentuk meningkatkan keandalan prasarana jaringan irigasi. Dibentuknya Program Integrated Participatory Development and Management Irrigation Program (IPDMIP) untuk membantu upaya pembangunan nasional. Ditemukan permasalahan dalam implementasi program IPDMIP seperti minimnya sumber daya manusia pada pelaksanaan, lemahnya koordinasi yang tercipta, serta tidak konsisten partisipasi para petani. Tujuan penelitian ini adalah untuk mengetahui sejauhmana implementasi program IPDMIP di Kecamatan Pulosari. Teori yang digunakan teori Implementasi Program dari Donald P Warwick. Metode penelitian yang digunakan metode kualitatif deskriptif. Teknis analisis data menggunakan teknik analisa data Miles dan Huberman. Hasil dari penelitian ini, implementasi pelaksanaan masih belum berjalan optimal dalam proses pelaksanaannya karena sumber daya manusia yang masih minim dalam membantu pelaksanaan, partisipasi atau dukungan para penerima manfaat yang masih tidak konsisten dalam keikutsertaan kegiatan, dan anggaran yang kurang mendukung proses pelaksanaan. Through the major Nawacita program, one of which prioritizes policies in terms of irrigation to support food security, by carrying out sustainable development, and increasing distribution which can be done in the form of increasing the reliability of irrigation network infrastructure. The Integrated Participatory Development and Management Irrigation Program (IPDMIP) was established to assist national development efforts. Problems were found in the implementation of the IPDMIP program, such as the lack of human resources in the implementation, the lack of coordination created, and the inconsistent participation of farmers. The purpose of this study was to determine the extent of the implementation of the IPDMIP program in Pulosari Sub-District. The theory used is Donald P Warwick's Program Implementation theory. The research method used is descriptive qualitative method. Technical data analysis using data analysis techniques Miles and Huberman. The results of this study, the implementation of the implementation is still not running optimally in the implementation process because of the lack of human resources in assisting the implementation, the participation or support of the beneficiaries who are still inconsistent in participating in activities, and the budget that does not support the implementation process.
