Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I : Dr. Agus Sjafari, M.Si., Dosen Pembimbing II : Riswanda, P.hD. Manajemen Strategi Dinas Sosial dalam Pemberdayaan Fakir Miskin melalui Kelompok Usaha Bersama (KUBE) di Kabupaten Serang. Permasalahannya adalah motivasi usaha yang dimiliki kelompok usaha tidak konsisten, kurangnya pengawasan atau SDM di Dinas Sosial, permohonan proposal KUBE tidak sebanding dengan target yang dikeluarkan oleh Dinas Sosial, dan kurangnya pemahaman fakir miskin tentang cara membuat proposal dan laporan evaluasi usaha. Tujuan dari penelitian ini adalah untuk mengetahui manajemen strategi Dinas Sosial dalam pemberdayaan fakir miskin melalui Kelompok Usaha Bersama di Kabupaten Serang. Dengan menggunakan teori manajemen strategi oleh Glueck dan Jauch dalam Saladin (2003:4) yaitu analisis dan diagnosis, perumusan, implementasi, dan evaluasi; menggunakan metode eksploratif dan pendekatan kualitatif dengan model analisis Miles dan Huberman. Ditemukan hasil penelitian bahwa manajemen strategi Dinas Sosial dalam pemberdayaan fakir miskin melalui Kelompok Usaha Bersama di Kabupaten Serang ialah membuat perencanaan dan penganggaran program, memberikan pelatihan usaha dan bantuan dana serta melakukan evaluasi. Beberapa kendala yaitu proses analisis dan perumusan strategi diputuskan oleh pegawai yang bertanggung jawab terhadap program KUBE saja, pengaturan dana setiap tahunnya tidak pasti, pelatihan terkait KUBE hanya dilakukan satu kali, dan evaluasi diadakan satu kali dengan menerima LPJ usaha dari TKSK. Rekomendasinya adalah lebih mematangkan proses perumusan strategi dan melakukan perekrutan pegawai agar tidak rangkap jabatan. The problems are motivation of joint venture group not consistent, lack of supervision or human resources in the social service, proposal request is not comparable to the target issued by the social service, and then lack of understanding of the poor about how to make a proposal and evaluation reports. The study aim to describe The Strategy Management of Social Service’s in Empowering The Poor through Joint Venture Group at Serang District. This study used strategy management theory by Glueck and Jauch in Saladin (2003:4) that are analysis and diagnosis, formulation, implementation, and evaluation; using explorative methods and qualitative approaches with Miles and Huberman analysis model. The findings showed that the strategy management of social service’s in empowering the poor through joint venture group at Serang District is making program planning and budgeting, providing business training and financial support, and evaluation. Some of the cause are process analysis and startegy formulation is determined by the employee responsible for the program only, the arrangements of funds every year is uncertain, training related joint venture group just only one, and evaluation is held one time by receiving reports of the village counselor. The recommendations are more maximize the process of strategy formulation and recruit employees to avoid multiple positions.
