Abstract

One of the low participation in education, especially on the poor is the high cost of education both direct and indirect costs. Direct costs include school fees, books, uniforms and stationery, while indirect costs include transportation costs, courses, pocket money. One of the policies to help the poor in education is a scholarship program for poor students, or better known as a Poor Student Aid (BSM). The aim of this study is to investigate the implementation of the program Help Poor Students Elementary School (BSM-SD) in the District Education Office UPT Labuan Pandeglang. The method used is quantitative descriptive technique, where the polulasi in this study were the parents of students who receive assistance in the Student Assistance Program Miskin Primary School (BSM-SD) in the District Education Office UPT Labuan Pandeglang totaling 2125 people. Sample calculation using the formula Slovin with an error rate of 5 percent, then the samples obtained is 96. The instrument in this study were obtained from the theory Edaward III which includes four indicators, namely communication, resources, disposition and bureaucratic structure. Theory Edward III is used because it is considered the most appropriate to answer the formulation problems. In collecting data by questionnaire / questionnaire, observation, literature study and documentation. The sampling technique used is the type of sampling Probability Proportional Random Sampling. To analyze the data using the t test (test) the test sample with the right party. Research results obtained show that the level of implementation of Poor Students Assistance Program Elementary School (BSM-SD) in the District Education Office Unit Labuan Pandeglang has gone well. Based on the calculation results obtained t greater than t table (5795> 1664), the implementation of BSM-SD program obtained by 64.75 percent over the authors hypothesize that figure by 60 percent.
