Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik. Dosen Pembimbing I: Dr Gandung Ismanto,S.Sos.,MM. Dosen Pembimbing II : Maulana Yusuf, S.Ip.,M.Si. Perencanaan Program Kota Tanpa Kumuh (KOTAKU) dilakukan secara partisipatif di Kelurahan Serang dalam rangka penataan permukiman kumuh. Permasalahan yang terjadi yakni masih rendahnya partisipasi masyarakat dalam hal pembangunan permukiman layak huni, minimnya partisipasi masyarakat dalam hal pemanfaatan dan pemeliharaan lingkungan dan masih rendahnya tingkat pendidikan masyarakat di kawasan kumuh Kelurahan Serang.Tujuan penelitian ini untuk mengetahui bagaimana perencanaan partisipatif dalam Program Kota Tanpa Kumuh di Kelurahan Serang menggunakan Model Partisipasi CLEAR. Penelitian ini menggunakan Teori Model Partisipasi CLEAR menurut Pratchett, Stoker dan Lowndes dalam Karianga (2011:233). Teknik pengumpulan data yang digunakan adalah wawancara, observasi, studi pustaka dan dokumentasi. Hasil penelitian menunjukkan bahwa Analisis Perencanaan Partisipatif di Kota Serang Provinsi Banten (Studi Kasus Program KOTAKU di Kelurahan Serang) belum berjalan dengan baik, karena tidak terpenuhinya ke lima indikator model partisipasi CLEAR. Sehingga perlu perbaikan terkait pengembangan kapasitas masyarakat, penggunaan media informasi yang efektif dan juga sosialisasi kepada masyarakat secara keseluruhan. Saran yang dapat diberikan yaitu agar segera dilakukan pengembangan kapasitas masyarakat, alternatif-alternatif bentuk diskusi, upaya pendekatan kepada masyarakat, penggunakan media sosial dan papan media informasi yang di up to date serta menjalin komunikasi secara terus menerus. Program planning of Cities Without Slums (KOTAKU) done in a participatory in Kelurahan Serang in order to setup the slums. Problems occurred namely the still low level of community participation in terms of development neighborhood livable, lack of community participation in terms of utilization and maintenance of the environment and the still low level of public education in Slum Kelurahan Serang. The purpose of this research was to find out how participatory planning in the city without Slums Programmes in Kelurahan Serang using CLEAR Participation Model. This research using Model theory CLEAR Participation according to Pratchett, Stoker and Lowndes in Karianga (2011:233). Data collection techniques used are interviews, observation, study of the literature and documentation. The results showed that Participatory Planning Analysis in Serang Banten Province (case study Program KOTAKU in urban village Serang ) has not gone well, because it does not satisfy the CLEAR participation model indicators. So it needs improvement-related capacity development society, the effective use of information media and also socialization to society as a whole. Advice can be given i.e. so soon done, community capacity development alternatives form discussions, the approach to community efforts, the use of social media and media information on the Board up to date as well as establish continuous communication.
