Bahru Rozi. NIM. 6661102018. Skripsi. Penerapan Prinsip-prinsip Good Governance Pada Proyek Pembangunan Jalan di Dinas Bina Marga Kabupaten Lebak, Provinsi Banten. Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I Kandung Sapto Nugroho, S.Sos., M.Si. Pembimbing II Ipah Ema Jumiati, S.IP., M.Si. Fokus penelitian ini adalah Penerapan Prinsip-prinsip Good Governance Pada Proyek Pembangunan Jalan di Dinas Bina Marga Kabupaten Lebak. Tujuan penelitian ini untuk mengetahui bagaimana Penerapan Prinsip Good Governance di Dinas Bina Marga Kabupaten Lebak, dan faktor apa sajakah yang menjadi penghambat dalam penerapan good governance di Dinas Bina Marga Kabupaten Lebak. Metode penelitian yang digunakan adalah metode kualitatif. Instrumen penelitian ini yaitu peneliti sendiri sedangkan sumber penelitian adalah pemerintah, kontraktor dan masyarakat Kabupaten Lebak. Data diperoleh melalui wawancara, observasi, dokumentasi dan studi kepustakaan serta menggunakan teknik analisis data menurut Miles dan Huberman. Uji keabsahan data triangulasi dan membercheck. Teori yang digunakan dalam penelitian ini adalah teori Sedarmayanti, yang terdiri dari empat prinsip yaitu akuntabilitas, transparansi, keterbukaan dan aturan hukum. Berdasarkan hasil penelitian Good Governance di Dinas Bina Marga Kabupaten Lebak belum maksimal, karena dalam pelaksanaannya tidak sesuai dengan prinsip-prinsip good governance seperti akuntabilitas yang belum maksimal dari hasil kinerjanya, bentuk transparansi yang tidak efektif dan menyeluruh, lemahnya supremasi hukum dan kurangnya kualitas SDM yang dimiliki. Agar good governance bisa diterapkan dengan efektif dan efisien maka perlu meningkatkan pengawasan pada proses dan pelaksanaan pembangunan, membuka akses informasi seluas-luasnya kepada publik terkait dengan kegiatan pelaksanaan pembangunan dan meningkatkan kualitas SDM pegawai yang dimiliki oleh Dinas Bina Marga Kabupaten Lebak. The focus of this research is the Application of Principles of Good Governance In Road Construction Project in the Department of Bina Marga Lebak Regency. The purpose of this study to find out how the Principles of Good Governance in the Department of Bina Marga Lebak Regency, and what are the factors that become an obstacle in the implementation of good governance in the Department of Bina Marga Lebak Regency. The method used is a qualitative method. The instrument of this research that the researchers themselves while the source of the research is the government, contractors and the communities Lebak. Data was obtained through interviews, observation, documentation and literature study and using data analysis techniques by Miles and Huberman. Test the validity of the data triangulation and membercheck. The theory used in this research is the theory Sedarmayanti, which consists of four principles are accountability, transparency, openness and the rule of law. Based on the research of Good Governance in the Department of Highways Lebak not maximized, because the implementation is not in accordance with the principles of good governance, accountability has not been up from earnings, a form of transparency that is not effective and thorough, weak rule of law and the lack of quality human resources owned. So that good governance can be implemented effectively and efficiently it is necessary to increase oversight on the process and implementation of development, open access to information as possible to the public related to the activities of construction and improve the quality of human resources owned by the employees of the Department of Highways Lebak.
