Dosen Pembimbing I: Kandung Sapto Nugroho., S.Sos., M.Si dan Dosen Pembimbing II: Maulana Yusup., S.Ip., M.Si Kata Kunci: Pengelolaan, Dana Desa, Desa Puser, Teori Evaluasi Fokus dalam penelitian ini adalah evaluasi pengelolaan dana desa di Desa Puser Kecamatan Tirtayasa Kabupaten Serang. Tujuan penelitian untuk mengevaluasi pengelolaan dana desa di Desa Puser Kecamatan Tirtayasa Kabupaten Serang tahun 2016. Teori yang digunakan dalam penelitian adalah teori evaluasi William N. Dunn. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik analisis data penelitian menggunakan analisis data Miles dan Huberman. Hasil penelitian evaluasi pengelolaan dana desa di Desa Puser Kecamatan Tirtayasa Kabupaten Serang tahun 2016 bahwa program dari anggaran dana desa pada tahun 2016 di Desa Puser lebih kepada pembangunan infrastruktur, Anggaran dana desa pada tahun 2016 belum transparan kepada masyarakat secara peruntukan maupun rincian jelasnya, di dalam pengelolaan dana desa di Desa Puser belum melibatkan masyarakat dalam pengelolaannya seperti diperencanaan ataupun dalam pelaksanaannya. Kinerja aparatur desa puser dan pendamping desa dirasa masih masih kurang memuaskan dan belum paham mengenai pemerintahan desa. Pada tahap kedua pelaksanaan pembangunan pada tahun 2016 dari anggaran dana desa mengalami keterlambatan. Adanya dana desa di Desa Puser pada tahun 2016, belum bisa mengatasi perekonomian masyarakat, dana desa di Desa Puser lebih memprioritaskan kepada pembanguan fisik sehingga dalam dalam pembangunan non fisik seperti pemberdayaan, masyarakat belum berdaya secara skil dan kemampuan untuk maju dan menciptakan lapangan pekerjaan baru. Masyarakat desa Puser pada tahun 2016 tidak mengetahui dari laporan dana desa maupun pertanggungjawabannya, dan di Desa Puser pada tahun 2016 tidak ada pemberdayaan dari anggaran dana desa.

The objective of the research is to evaluate the management of village funds in Puser Village, Tirtayasa District, Serang Regency in 2016. The theory used in this research is William N. Dunn's evaluation theory. The research method used is descriptive method with qualitative approach. Techniques of data analysis research using data analysis Miles and Huberman. The results of the evaluation of village fund management in Puser Village, Tirtayasa District, Serang Regency in 2016, that the program of the village budget funds in 2016 in Puser Village is more used for infrastructure development, the budget of the village funds in 2016 has not been transparent to the public in terms of allotment or details, and in the management of village funds in Puser Village has not involved the community in its management as planned or in its implementation. Performance of village puser apparatus and village counselor is still not satisfactory and they not understand about village government. In the second phase of development implementation in 2016 from the village budget funds was delayed. The existence of village funds in Puser Village in 2016, has not been able to overcome the economy of the community, village funds in Puser Village prioritize physical development than in non-physical development such as empowerment to the community so that in empowering the community is not yet empowered and the ability to move forward and create new jobs . The village community of Puser in 2016 is unaware of the village funding report and its accountability, and in Puser Village in 2016 there is no empowerment from the village budget. |
