The almost annual flooding demands active community involvement in disaster risk reduction efforts, including women's groups. This study uses a qualitative approach with a case study method, through interviews, observation, and documentation with Destana members, village officials, the Regional Disaster Management Agency (BPBD), and affected communities. The analytical framework uses Cynthia Enloe's theory of women's roles in development, which emphasizes women's involvement in the domestic and public sectors, equal access to resources, and gender-based structural barriers. The results show that women in Pasir Nangka Village, the majority of whom are members of the Family Welfare Movement (PKK), play an active role in various stages of disaster management, from mitigation and preparedness to emergency response and post-disaster. Women are involved in disaster outreach activities, evacuation simulations, public kitchen management, logistics distribution, and mentoring vulnerable groups. However, obstacles remain in the form of limited women's roles in strategic decision-making and limited institutional support. This research confirms that women are not only victims of disasters, but also important actors in building the resilience of rural communities.
